Points out that the UN Convention promotes a ‘support in decision making’ human rights model based on the intrinsic equality and dignity of all people, as opposed to the obsolete system of ’substitution in decision-making’; therefore calls on the Member States to facilitate women with disabilities’ representation in the decision-making process, in order to ensure that their interests and rights are protected;

(2) Article 9 of Decision No 406/2009/EC requires the Commission to assess modalities to include greenhouse gas emissions and removals resulting from activities related to land use, land use change and forestry into the Union’s greenhouse gas emission reduction commitment, whilst ensuring the permanence and environmental integrity of the contribution of the sector, and providing for accurate monitoring and accounting of the relevant emissions and removals. This Decision should, therefore, as a first step, set out accounting rules applicable to greenhouse gas emissions and removals from the LULUCF sector. To ensure the preservation and enhancement of carbon stocks in the interim, it should also provide for Member States to adopt LULUCF Action Plans setting out measures to limit or reduce emissions, and to maintain or increase removals, from the LULUCF sector.
(2) L'article 9 de la décision n° 406/2009/CE dispose que la Commission évalue les modalités de l'inclusion des émissions et des absorptions de gaz à effet de serre liées à l'utilisation des terres, au changement d'affectation des terres et à la foresterie dans l'engagement de réduction des émissions de gaz à effet de serre de l'Union, en garantissant la permanence et l'intégrité environnementale de la contribution du secteur et en assurant un suivi et une comptabilisation précis de ces émissions et absorptions.
