The problem with the “changed circumstances” review process is that it would only dispense with the countervail duties once the forest policy changes are implemented; this process could take up to three years, according to Doug Waddell (Assistant Deputy Minister, Trade, Economic and Environmental Policy, Department of Foreign Affairs and International Trade).
