Ce qui aurait réglé la situation, c'est que le gouvernement fédéral actuel enregistre le résultat référendaire, comprenne ce qui lui a été dit, même par le directeur général du Conseil du patronat du Québec, qu'il fallait qu'il se retire du secteur de la main-d'oeuvre et que, dans ce secteur-là, qu'on soit des fédéralistes ou des souverainistes, il y a un consensus global au Québec pour que ce soit le Québec qui soit responsable de tout ce qui est mesure active d'emploi, qu'il est le seul gouvernement qui peut intervenir dans ce secteur.
