Mr. Donald Dewar: I think if the grain companies have the will to make the system work better, there's going to be a lot less, particularly on the tendered portion, which in two years hence will be 50% of the Wheat Board's volume, and it is going to be completely up to the grain companies as to where that car allocation goes and what ultimate rate that car has.
