J. whereas on 2 December 2014 an Egyptian criminal court handed down provisional death sentences against 188 defendants in the third such mass sentencing in 2014; whereas these mass trials have principally targeted members of the Muslim Brotherhood, Egypt’s largest opposition movement, which was declared a terrorist group by the authorities in December 2013; whereas these sentences are the latest in a string of prosecutions and court proceedings that have been rife with procedural irregularities and in breach of international law; whereas no one has been held to account for the excessive use of violence in August 2013, when security forces raided camps on Rabaa al-Adawiya Square and, according to an independent Egyptian fact-finding committee, killed 607 pro-Morsi demonstrators;

H. whereas, following violent clashes between protesters and security forces, leading to dozens of deaths, on the eve of and in the weeks after the second anniversary of the 25 January Revolution and sparked variously by the increased lawlessness in Egypt, the vast decline of the Egyptian economy and the dozens of death sentences handed down against civilians involved in the deadly 2012 football riots in Port Said, President Morsi announced a state of emergency in several Egyptian cities, prompting warnings by the military of ‘the collapse of the state’; whereas on 30 January 2013 opposition leaders jointly called on President Morsi to stop the violence against protesters, to form a national unity government and to start a genuine national dialogue, as the only way to overcome the current political and social divisions and tensions; whereas President Morsi dismissed the calls for a unity government; whereas on 26 February 2013 President Morsi launched a national dialogue boycotted by leading opposition forces;

Considers that the standing down of President Hosni Mubarak has opened up a new phase in the political transition in Egypt; calls for a genuine and open national political dialogue to be launched immediately with the participation of all key political and civil-society actors with the aim of paving the way for lifting the state of emergency, revision of the Constitution and the electoral law, free and fair elections, a democratically elected civilian government and genuine democracy in Egypt;
