When adopting the 2013 EU budget last November, the Council and the Parliament issued a joint statement acknowledging that the level of payments proposed by the Commission in its 2013 draft budget was based on the assumption that payment needs in 2012 would have been addressed with appropriations available in the 2012 budget.

Recalls that already in 2011, a significant number of legitimate claims, notably in the field of cohesion policy, could not be paid out by the Commission; notes that those claims will also need to be covered by the 2012 budget, which is already suffering from a shortage of funds as a consequence of the limited increase in payment appropriations due to the Council's position throughout last year's budgetary procedure; calls, therefore, on the Commission to come up with a draft amending budget as early as possible in order to rectify this situation, and to avoid shifting 2012 payments to the following year, since this would create an unsustainable level of payments in 2013; further calls on the Commission and the Council to work constructively, together with Parliament, to avoid repetition of this situation in future budget cycles by improving forecasting accuracy and agreeing on realistic budget estimates;
9. rappelle qu'en 2011 déjà, un niveau important de créances légitimes, notamment dans le domaine de la politique de cohésion, n'a pas pu être honoré par la Commission; observe que ces créances devront également être couvertes par le budget de 2012, qui souffre déjà d'un manque de financement par suite de l'augmentation limitée des crédits de paiement due à la position adoptée par le Conseil lors de la procédure budgétaire de l'année dernière; demande, par conséquent, à la Commission de proposer un projet de budget rectificatif dans les meilleurs délais, afin de remédier à cette situation et d'éviter de reporter les paiements pour 2012 à l'année suivante, ce qui rendrait le niveau de paiements en 2013 insoutenable; demande en outre à la Commission et au Conseil d'œuvrer de manière constructive, de concert avec le Parlement, pour éviter que cette situation ne se répète lors des prochains cycles budgétaires en améliorant la précision des prévisions et en s'accordant sur des estimations budgétaires réalistes;
