The Commission has today proposed the 2017 draft EU Budget of €134.9 billion in payments focusing on the two main policy priorities for Europe: supporting the ongoing recovery of the European economy and addressing the security and humanitarian challenges in our neighbourhood.

The Draft EU Budget 2017 proposes €5.2 billion to reinforce the external borders of the Union and address the refugee crisisand irregular migration by funding stronger tools to prevent migrant smuggling and address the long-term drivers of migration in cooperation with countries of origin and transit, stronger policies for legal migration, including resettlement for persons in need of protection, and instruments to support Member States with respect to the integration of refugees inside the EU.
Le projet de budget pour 2017 propose de dégager 5,2 milliards d’euros pour renforcer les frontières extérieures de l’Union et faire face à la crise des réfugiés, ainsi qu'au problème de la migration illégale, en finançant des outils plus puissants de prévention du trafic de migrants et de traitement des causes à long terme du phénomène migratoire en coopération avec les pays d'origine et de transit, des stratégies plus énergiques en matière de migration légale, notamment en ce qui concerne la réinstallation des personnes nécessitant une protection, ainsi que des instruments destinés à soutenir les États membres dans leurs efforts d'intégration des réfugiés au sein de l'UE.

whereas the aim of Draft amending budget No 4/2012 to the general budget 2012 is threefold, namely the creation of four budget lines in order to reallocate financial appropriations from up to 10 % of the European Regional Development Fund (ERDF) and Cohesion Fund 2007-2013 allocation to risk-sharing instruments, a revision and budgeting of the forecast of the own resources, resulting in a change in the distribution between Member States of their own resources contributions to the Union budget, and the replacement of the "dash" presented in payment appropriations for a budget line 16030501 – Preparatory action – EuroGlobe by a token entry (p.m.) to make a transfer possible;
considérant que le projet de budget rectificatif no 4/2012 au budget général 2012 poursuit un triple objectif: la création de quatre lignes budgétaires à l'effet de réaffecter des crédits aux instruments de partage des risques, à concurrence de 10 % de la dotation du Fonds européen de développement régional (FEDER) et du Fonds de cohésion pour la période 2007-2013, la révision et la budgétisation des prévisions relatives aux ressources propres, ayant pour effet de modifier la répartition entre États membres de leurs contributions au budget de l'Union au titre des ressources propres, et le remplacement du "tiret" dans les crédits de paiement de la ligne budgétaire 16 03 05 01 — "Action préparatoire — EuroGlobe" par la mention "pour mémoire" (p.m.), afin de permettre l'exécution d'un virement;

whereas Draft amending budget No 4/2012 is fully consistent with the modifications of the Financial Regulation agreed between the European Parliament and the Council, in particular in Article 131 thereof;

3. The Commission shall, except in duly justified exceptional circumstances or in the case of the mobilisation of the European Union Solidarity Fund for which a draft amending budget can be presented at any time of the year, submit its draft amending budgets simultaneously to the European Parliament and the Council by 1 September of each financial year.

La Commission saisit simultanément le Parlement européen et le Conseil de ses projets de budget rectificatif au plus tard le 1er septembre de chaque exercice, sauf en cas de circonstances exceptionnelles dûment justifiées, ou de mobilisation du Fonds de solidarité de l'Union européenne, qui peuvent faire l'objet d'un projet de budget rectificatif à tout moment de l'exercice.
