whereas Recital 55 of Regulation (EU) No ./2013 specifies that any reporting obligations vis-à-vis Parliament should be subject to the relevant professional secrecy requirements; whereas Recital 74 and Article 27(1) of that Regulation provide that the members of the Supervisory Board, the steering committee, staff of the ECB and staff seconded by participating Member States carrying out supervisory duties shall be subject to the professional secrecy requirements set out in Article 37 of the Statute of the ESCB and in relevant acts of Union law; whereas Article 339 TFEU and Article 37 of the Statute of the ESCB establish that the members of the governing bodies and the staff of the ECB and the national central banks are bound by the obligation of professional secrecy;

whereas organisational separation of the ECB's staff involved in the execution of the ECB's supervisory tasks from staff involved in the execution of monetary policy tasks must be such that Regulation (EU) No ./2013 is fully complied with;

1. Members of the Supervisory Board, staff of the ECB and staff seconded by participating Member States carrying out supervisory duties, even after their duties are ceased, shall be subject to the professional secrecy requirements set out in Article 37 of the Statute of the ESCB and of the ECB and in the relevant acts of Union law.

Les membres du conseil de surveillance, le personnel de la BCE et le personnel détaché par les États membres participants exerçant des fonctions de surveillance sont soumis, même après la cessation de leurs fonctions, aux exigences de secret professionnel prévues par l’article 37 des statuts du SEBC et de la BCE et par les actes pertinents du droit de l’Union.

All recipients of information provided to Parliament in the context of investigations shall be subject to confidentiality requirements equivalent to those applying to the members of the Supervisory Board and to the ECB supervisory staff and Parliament and the ECB shall agree on the measures to be applied to ensure the protection of such information.

In particular, according to the preamble of the Decision of the ECB of 9 June 1998 on the adoption of the Conditions of Employment for Staff of the European Central Bank as amended on 31 March 1999 (ECB/1998/4) , the staff of the ECB should be recruited on the broadest possible geographical basis from among nationals of the Member States.

Notes that the ECB’s staff complement has increased steadily and substantially since 1999, an increase of 86% over that period; notes that the ECB reports a temporary freeze on its staff complement over several months in 2005, but that it nonetheless continued to increase by 3.5% that year; notes that the ECB has emphasised its determination to increase its internal effectiveness; regards that objective as laudable, and hopes that it can be achieved on a sustainable basis, in particular by means of a long-term stabilisation in staff numbers;
34. observe que les effectifs de la BCE ont fortement et continument augmenté depuis 1999, de 86 % sur la période; observe que la BCE fait état d'un gel temporaire des effectifs pendant quelques mois en 2005 mais que ses effectifs ont néanmoins continué à augmenter de 3,5 % en 2005; relève que la BCE met en avant sa volonté d'accroître son efficacité interne; considère que cet objectif est louable et souhaite qu'il se concrétise réellement dans la durée, notamment par un stabilisation durable des effectifs;
