Let me start by thanking the Standing Committee on National Resources for the invitation issued to the Montreal Economic Institute.

First, I would like to thank the Standing Committee on Finance for giving me an opportunity to testify before you on behalf of the Montreal Economic Institute about inequality, a very important area.
Avant toute chose, je tiens à remercier le Comité permanent des finances de me donner cette occasion de venir témoigner au nom de l'Institut économique de Montréal sur le phénomène des inégalités, un domaine très important.

As the Conference of Peripheral Maritime Regions of Europe (CPRM) has rightly said – and I should like to thank this institution for all its good work – the current economic crisis, coupled with the need to take action against the challenge of climate change, opens the way to a new, genuinely sustainable development model in the European Union.
Comme l’a dit justement la Conférence des régions maritimes périphériques d’Europe (CRPM) - et je voudrais remercier cette institution pour son travail de qualité -, la crise économique actuelle, doublée de la nécessité de prendre des mesures contre le défi du changement climatique, ouvre la voie à un nouveau modèle de développement véritablement durable dans l’Union européenne.

− (DE) Madam President, ladies and gentlemen, I would like first to thank you very much for the broad support this debate has shown for the transatlantic economic cooperation project and reemphasise that this project can be successful only if all institutions are involved. The Council has its role to play, Parliament has its role, and the Commission is making an effort to play its part too.
− (DE) Madame la Présidente, Mesdames et Messieurs, je voudrais tout d’abord vous remercier infiniment pour le large soutien que vous avez apporté, au cours de ce débat, au projet de coopération économique transatlantique et pour avoir réitéré que ce projet ne pouvait réussir que si toutes les institutions y participaient. Le Conseil a son rôle à jouer, de même que le Parlement, et la Commission s’efforce de jouer son rôle également.

Notes that over recent years substantial progress has been made on speeding up project and programme implementation in the framework of MEDA, notably due to a radical overhaul of the Commission's assistance programming and thanks to the major role given to the actors on the ground; regrets, however, that the Council has reduced the amounts earmarked for the MEDA Programme in the draft budget for 2006, and in particular the line intended for institutional reform, democratic development and human rights, economic and social reform and sub-regional cooperation; considers that such a reduction would not be consistent with the impetus that the Barcelona Process requires;
32. constate qu'au cours des dernières années, la mise en application des projets et des programmes dans le cadre de MEDA a été considérablement accélérée, notamment en raison d'une révision radicale de la programmation de l'aide de la Commission et grâce au rôle important accordé aux acteurs intervenant sur le terrain; regrette cependant que le Conseil réduise les montants destinés aux programmes MEDA dans le projet de budget pour l'exercice 2006, et en particulier la ligne de crédit concernant la réforme institutionnelle, le développement démocratique et les droits de l'homme, la réforme économique et sociale et la coopération sous-régionale; estime que cette réduction ne serait pas cohérente avec l'impulsion qu'exige le processus de Barcelone;
