Whereas within the limit of these tariff quotas, the Portuguese Republic is to apply customs duties calculated in accordance with the relevant provisions of Council Regulation (EEC) No 3189/88 of 14 October 1988 laying down the arrangements to be applied by Spain and Portugal to trade with Morocco (1) and Council Regulation (EEC) No 2573/87 of 11 August 1987 laying down the arrangements for trade between Spain and Portugal on the one hand and Algeria, Egypt and Tunisia on the other (2); whereas the Community tariff quotas in question should therefore be opened for 1993;

EEC-Algeria trade grew considerably between 1976 and 1985: Community imports from Algeria boomed (reflecting the higher prices for oil and gas). In 1985, the Community was importing products worth ECU 11.6 billion against 2.8 billion in 1979, meaning that imports had quadrupled in value, while the Community's exports to Algeria almost doubled (up from ECU 3.9 billion to ECU 7.4 billion), notably as a result of major industrial investment in Algeria.

Since this is the first meeting of the Cooperation Council since the EEC-Algeria Agreement was signed in 1976, there will be a wide-ranging exchange of views on bilateral relations concerning both trade and cooperation.

The EEC-Algeria balance of trade has thus tipped to the Community's disadvantage: a surplus of 1.1 billion ECU in 1979 had become a sizeable deficit of 3.1 billion ECU in 1985.

Oil and gas still provide the bulk (98 %) of Algeria's exports, but food imports are increasing - between 1976 and 1986 they doubled in value ; half of Algeria's food exports are accounted for by cereals, which also doubled in tonnage ; - the EEC is still Algeria's major trading partner, accounting for some 55 % of its overall trade (imports + exports) ; - apart from oil and gas, exports of wine (virtually the only agricultural product exported to the EEC) make only a marginal contribution (barely 1 %) to Algeria's total exports.
En effet, la structure des exportations algériennes reste centrée sur les hydrocarbures (98%). Mais les importations alimentaires vont en croissant - elles ont doublé en valeur entre 1976 et 1986 - la moitié d'entre elles étant constitué de céréales, qui ont également doublé en tonnage. La C.E.E. reste le partenaire privilégié de l'Algérie, avec une part globale dans le commerce de ce pays (importation + exportation) de l'ordre de 55 %.
