Welcomes the entry into force of the regulation on the European Fund for Strategic Investment (EFSI), aimed at boosting private and public investment, through, inter alia, National Promotional Banks in the EU, as a step in the right direction, and calls on all relevant stakeholders and institutions to ensure its swift and effective implementation, so as to facilitate access to financing for enterprises and for SMEs in particular; takes the view that one of the main aims of projects receiving EFSI support should be decent job creation leading to quality employment and achieving social, economic and territorial cohesion; notes the need where possible to encourage social investment with the aim of promoting a positive social impact and reducing inequality by, inter alia, improving public services and supporting the creation of jobs for categories of disadvantaged people; calls on the Member States to closely involve their local and regional authorities in promoting project pipelines and investment platforms; regards it as essential that this plan should succeed, and will therefore monitor its implementation very closely, in particular any move to shift investment expenditure and public debt off Member States’ balance-sheets; emphasises the role Parliament has played in minimising redeployment from Horizon 2020 and the Connecting Europe Facility in the context of EFSI; reiterates its commitment to reducing cuts during the annual budgetary procedure;

For the purposes of this Regulation, 'additionality' means the support by the EFSI of operations which address market failures or sub-optimal investment situations and which could not have been carried out in the period during which the EU guarantee can be used, or not to the same extent, by the EIB, the EIF or under existing Union financial instruments without EFSI support.
1. Aux fins du présent règlement, on entend par "additionnalité" le soutien apporté par l'EFSI aux opérations qui remédient aux défaillances du marché ou à des situations d'investissement sous-optimales et qui n'auraient pas pu être menées dans la période pendant laquelle il est possible de recourir à la garantie de l'Union, ou selon la même ampleur, par la BEI, le FEI ou les instruments financiers de l'Union existants sans le soutien de l'EFSI.

(26) The EFSI should ensure additionality by helping to address market failures or sub-optimal investment situations and supporting operations which could not have been carried out in the period during which the guarantee established pursuant to this Regulation (EU guarantee) can be used, or not to the same extent, by the EIB, the EIF or under existing Union financial instruments without EFSI support.
(26) L'EFSI devrait contribuer à l'additionnalité en permettant de remédier aux défaillances du marché ou à des situations d'investissement non optimales et à des mesures d'accompagnement qui n'auraient pas pu être menées dans la limite de la période pendant laquelle il est possible de recourir à la garantie établie en application du présent règlement (ci-après dénommée "garantie de l'Union"), ou selon une ampleur différente, par la BEI, le FEI ou les instruments financiers de l'Union existants sans le soutien de l'EFSI.

16. What type of projects will EFSI support?
16. Quel type de projets l’EFSI soutiendra-t-il?

The projects implemented under EFSI support are EIB and EIF projects and will be monitored by them irrespective of the duration of the investment period.
Les projets mis en œuvre avec le soutien de l’EFSI sont des projets de la BEI et du FEI et seront contrôlés par ceux-ci, quelle que soit la durée de la période d’investissement.

An Investment Committee will be accountable to the Steering Board.It willvet specific projects and decide which will receive EFSI support, without any geographic or sectorial quotas.
