Regrets the outcome of the transparency policy review of the EIB; the new transparency policy is weaker than the original policy and does not fully overcome the EIB’s past culture of secrecy, and urges the EIB to operate on the basis of the ‘presumption of disclosure’ rather than the ‘presumption of confidentiality’; draws attention to the fact that the EIB is required to make sure that its transparency policy is consistent with the provisions of Regulation (EC) No 1049/2001 on public access to European Parliament, Council and Commission documents; regrets the fact that the 2013 aid transparency index shows that the EIB fares poorly on transparency and accountability;

Expresses its concern about the fact that several EIB-financed projects have been affected by corruption and fraud; considers that the EIB document, dated 8 November 2013, which defines the EIB policy on preventing and deterring corrupt practices, fraud, collusion, coercion, obstruction, money laundering and terrorism financing, denotes a lack of sufficient control in a number of cases during the implementation of EIB-financed projects; expresses its concern at the fact that in 2013 the EIB financed the Passante of Mestre project for a total of EUR 350 million and that, despite the fact that this project has been affected by corruption and fraud, which led to the arrest of several of the people involved, it is considering whether to refinance the project for an additional amount of EUR 700 million through project bonds; asks, therefore, that, in cases of proven fraud and corruption, the EIB be required to suspend and/or block any foreseen and ongoing financing for the affected project;
38. s'inquiète du fait que plusieurs projets financés par la BEI aient été entachés de corruption et de fraude; considère que le document de la BEI du 8 novembre 2013, qui définit la politique de la BEI destinée à prévenir et décourager les pratiques de corruption, de fraude, de collusion, de coercition, d'obstruction, de blanchiment d'argent et de financement du terrorisme fait apparaître un manque de contrôles dans un certain nombre de cas lors de la mise en œuvre de projets financés par la BEI; s'inquiète du fait que la BEI ait financé le projet «Passante di Mestre» pour un montant total de 350 millions d'EUR en 2013 et que, bien que ce projet ait été entaché de corruption et de fraude, ce qui a conduit à l'arrestation de plusieurs personnes impliquées, elle envisage de refinancer le projet pour un montant supplémentaire de 700 millions d'EUR par l'intermédiaire d'obligations liées à des projets; demande donc que dans les cas de fraude et de corruption avérés, la BEI soit tenue de suspendre et/ou bloquer tout financement en cours ou prévu pour le projet concerné;

To that end, measures financed under this Regulation, including those managed by the European Investment Bank (EIB), shall be based on the cooperation policy documents referred to in Article 3(1) and (2) as well as on the Union's specific interests, policy priorities and strategies.
