Speaking after his attendance at the Annual Meeting of the Board of Governors of the European Investment Bank in Brussels earlier today, Minister for Finance Michael Noonan, T.D., Ireland’s Governor at the European Investment Bank, said: “This project highlights Ireland’s consistent ability to work with the EIB on funding critical investment in Ireland at high levels of funding and in sophisticated financing arrangements.

Where the EIB provides funding to the EIF in order to conduct EIB financing and investment operations, the EU guarantee shall provide for a full guarantee on funding by the EIB provided that an equal amount of funding is provided by the EIB without EU guarantee.

3. Reiterates its request that the European Court of Auditors (ECA) produce a special report on the performance and alignment with EU policies of EIB external lending activities before the mid-term review of the EIB’s external mandate, and to compare their added value with regard to the own resources used by the EIB; asks the ECA, furthermore, to differentiate in its analysis between the guarantees granted by the EU budget, the investment facility guaranteed by the EDF, the various forms of blending used in the EU-Africa infrastructural trust fund, the Caribbean investment fund and the investment facility for the Pacific, and the usage of reflows for these investments; also asks the European Court of Auditors to include in its analysis the management by the EIB of funds derived from the EU budget in the context of the investment facility via the European Development Fund and through the various forms of blending via EU blending facilities, and the usage of reflows for these investments;
65. demande à nouveau à la Cour des comptes européenne de présenter un rapport spécial sur la performance des activités de prêt de la BEI à l'extérieur de l'Union et leur alignement sur les politiques européennes, avant l'examen à mi-parcours du mandat extérieur de la BEI, et de comparer leur valeur ajoutée par rapport aux ressources propres utilisées par la BEI; demande également à la Cour des comptes de dissocier, dans son analyse, les garanties octroyées par le budget de l'Union, la facilité d'investissement garantie par le FED, les différentes formes de financements mixtes utilisées dans le fonds fiduciaire UE-Afrique pour les infrastructures, le fonds d'investissement de la Caraïbe et la facilité d'investissement pour le Pacifique, et l'utilisation des remboursements de ces investissements; demande également à la Cour des comptes européenne d'inclure dans son analyse la gestion par la BEI des fonds issus du budget de l'Union dans le cadre de son mécanisme d'investissement, via le fonds européen de développement, et à travers les différentes formes de mixité, via les mécanismes de mixité, et l'utilisation des remboursements pour ces investissements;

89. Is of the opinion that the EIB should fund projects that meet stringent environmental requirements, thereby promoting sustainable growth and the phasing out of environmental harmful funding;

On the other hand, we believe that the European banking authority and the ECB cannot ensure the regulatory supervision of the EIB but, of course, we will not rule out the possibility for the EIB to fund other types of arrangements based on a voluntary approach by the EIB with other bodies.
