The Digital Single Market Strategy for Europe set out in the Commission’s communication of 6 May 2015 considered the Telecoms Single Market package, subsequently adopted by Regulation (EU) 2015/2120 of the European Parliament and of the Council , to be a first step towards eliminating retail roaming surcharges, thereby supporting the establishment of a digital single market in the Union.
