Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. The mental fatiguability is typically described as an unpleasant intrusion of distracting associations or recollections, difficulty in concentrating, and generally inefficient thinking. In the other type, the emphasis is on feelings of bodily or physical weakness and exhaustion after only minimal effort, accompanied by a feeling of muscular aches and pains and inability to relax. In both types a variety of other unpleasant physical feelings is common, such as dizziness, tension headaches, and feelings of general instability. Worry about decreasing mental and bodily well-being, irritability, anhedonia, and varying minor degrees of both depression and anxiety are all common. While the EESC welcomes the emphasis on building inclusive and connected higher education systems and encouraging schools to develop better links and cooperation with higher education in the field of science, technology, engineering and mathematics (STEM), the Committee believes that the wider purpose of education lies within the balance and close cooperation between the STEM subjects and the social sciences and humanities.

The Committee welcomed the general findings and recommendations of the report raising, inter alia, the following main points: a) the TEN-Telecom programme should make connections to the e-Europe initiative and co-ordinate its activities with other programmes, such as IST, INFO2000 and e-Content; b) the trans-European dimension of the projects should be further clarified and reinforced; c) more emphasis should be given to the business planning process of the projects; d) the innovative nature of the services should be prioritised; e) activities focusing on trust in technology and confidentiality should be carried out; f) neutrality to technology should be maintained and emphasised; g) contract negotiations should be speeded up; h) relations with national contact points should be developed further.

Such networked co-operation and encouragement of interlinkages is given significant emphasis in the NAPs of Austria (development partnerships), Denmark (Social Council), Finland (local partnerships), Germany (e.g. Development and Opportunity for Young People in Socially Disadvantaged Areas), Ireland (area based partnership supported by a Local Development Social Inclusion Programme), Sweden (e.g. Joint Committees of local authorities and county councils for health and social services and local development agreements with metropolitan authorities) and the UK (local strategic partnerships).

It should also have a renewed emphasis on co-ordination, based on feedback from local Market Access Teams, and work closely with the Trade Barriers Regulation Committee.
