Welcome to our meeting once again, where we continue, under Standing Order 108(2), a study of energy security in Canada.

5. Despite the welcome fall in oil prices, and in view of the cyclic behaviour of prices, expects that prices will rise again once the present economic crisis is over; therefore reiterates the importance of greater diversification of the EU’s energy sources and supply routes, in order to mitigate the effects of a possible future oil crunch, while recognising the diversity of situations in which various Member States find themselves when it comes to energy mix, import dependency and infrastructure availability, particularly for “energy islands” in the EU; supports a greater use of sustainable biofuels and acknowledges the importance of renewable energy sources in order to improve energy security; notes that non-conventional oil is expected to play an important role in counterbalancing the decline in production from existing fields; underlines that new oil infrastructure projects such as the Odessa-Gdansk and Constanța-Trieste pipelines should continue to be high-priority projects of European interest;
5. en dépit de la chute opportune des prix du pétrole et compte tenu du comportement cyclique des prix, s’attend à une nouvelle hausse des prix, une fois la crise économique actuelle passée; réaffirme par conséquent l’importance d’une diversification accrue des ressources énergétiques et des routes d’approvisionnement de l’Union européenne afin d’atténuer les effets d’une éventuelle future contraction de l’offre de pétrole, tout en reconnaissant la diversité des situations que connaissent les différents États membres en ce qui concerne le mix énergétique, la dépendance aux importations et la disponibilité d’infrastructures, en particulier en ce qui concerne les "îlots d’énergie" au sein de l’Union européenne; encourage le recours accru aux carburants durables et reconnaît l'importance des sources d'énergie renouvelable afin d'améliorer la sécurité énergétique; observe que le pétrole non-conventionnel devrait jouer un rôle important pour contrebalancer la baisse de la production dans les champs existants; souligne que les nouveaux projets d'infrastructures pour le pétrole, tels que les oléoducs Odessa-Gdansk et Constanta-Trieste, devraient demeurer en tête des projets prioritaires présentant un intérêt pour l'Europe;

7. Reiterates the importance of the EU's energy partnership with Russia and draws attention once again to the fact that this strategic partnership can only be based on the principle of non-discrimination and fair treatment and on equal market access conditions; calls on the Council and the Commission to address environmental issues and energy security concerns within the framework of the EU’s energy dialogue with Russia and believes that this dialogue should be strengthened on the basis of the principles enshrined in the Energy Charter Treaty; recalls its opinion that the principles and substance of the Energy Charter Treaty and the Transit Protocol thereto must be included in cooperation agreements with third countries, including the new Partnership and Cooperation Agreement with Russia, while stressing the importance of Russia ratifying the Energy Charter Treaty and the Transit Protocol thereto, as such ratification will reduce the potential for conflict over projects such as Nord Stream;

For the Vice-President in charge of Energy and Transport, the latest surge in oil prices have once again underlined the importance of developing a proactive and concerted European policy on the security of energy supplies.
