Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

Considers the European Environment Agency as a source of important environmental information for all EU institutions and policy-making; notes with satisfaction that the Agency has been able to transform some complicated data into clear conclusions and to communicate them to the public; acknowledges, in particular, the importance of the report 'The European environment - State and outlook 2005' in providing user-friendly information on the environment and pinpointing the key challenges facing the EU and Member States;

C. whereas the Agency's answers to the above-mentioned questions, in many respects, provided Parliament with updated information; whereas such information is supplementary to the observations contained in the Court of Auditors' report on the financial statements of the European Environment Agency (EEA) for 2001 and to the Agency's replies to these observations,

This is not just idle talk. A recent report from the European Foundation in Dublin reveals that working conditions are poor or worsening for many workers. As for the environment, the 1999 report of the European Environment Agency shows that out of the 12 parameters studied, 11 are in a position of either status quo or deterioration.

Despite some improvements, however, the state of the environment overall remains a cause for concern and pressures on the environment are predicted to grow even further in some areas, as highlighted in the European Environment Agency's recent state-of-the-environment report.
