The Union has acceded to the following instruments, establishing regional organisations, whose activities are also covered by the Agency’s objectives: the Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention as revised in 1992) ; the Convention for the Protection of the Mediterranean Sea against Pollution (Barcelona Convention) , and its 1995 revision and to a number of protocols thereto; the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances (Bonn Agreement) ; the Convention for the protection of the marine environment of the North-East Atlantic (OSPAR Convention) ; the Cooperation Agreement for the protection of the coasts and waters of the north-east Atlantic against pollution, signed on 17 October 1990 (Lisbon Agreement) , with the Additional Protocol thereto, signed on 20 May 2008, which have not yet entered into force .

Calls on the Commission, pursuant to Article 18 of Regulation (EC) No 2006/2004 of the European Parliament and of the Council of 27 October 2004 on cooperation between national authorities responsible for the enforcement of consumer protection laws (the Regulation on consumer protection cooperation) , to conclude consumer protection cooperation agreements with third countries (particularly those within the OECD), which would improve the enforceability of consumer rights in the digital environment;

Notes that the EU is preparing the negotiations for a comprehensive new Enhanced Agreement with Ukraine in 2007, as a successor to the Partnership and Cooperation Agreement; stresses that the new agreement should include provisions on common values and on enhanced cooperation in the fields of justice, freedom and security, extensive provisions concerning energy and arrangements for cooperation on a broad range of areas such as transport and the environment; therefore calls on the Commission to strengthen mutual relations on the basis of gradual economic integration and a deepening of political cooperation;

(11) Regard should be had to the existing agreements on accidental pollution, such as the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances, 1983 (Bonn Cooperation Agreement), which facilitate mutual assistance and cooperation between Member States in this field, as well as to the relevant international conventions and agreements for the protection of European maritime areas from pollution incidents, such as the International Convention on Oil Pollution Preparedness, Response and Cooperation, 1990 (OPRC Convention) developed under the auspices of the IMO, the Convention for the Protection of the Marine Environment of the North-East Atlantic of 22 September 1992 (OSPAR Convention), the Barcelona Convention, the Helsinki Convention and the Lisbon Agreement.
