The proposed decision takes into account and reflects the existing framework for cooperation with Armenia, in particular Partnership and Cooperation Agreement which entered into force in 1999, the EU-Armenia European Neighbourhood Policy Action Plan adopted in November 2006, the Declarations from the Eastern Partnership Summit, as well as the ongoing negotiations for the EU-Armenia Association Agreement.
La proposition de décision prend en compte et reflète le cadre actuel de coopération avec l'Arménie, plus particulièrement l'accord de partenariat et de coopération entré en vigueur en 1999, le plan d'action relatif à la politique européenne de voisinage UE-Arménie, adopté en novembre 2006, les déclarations issues du sommet du Partenariat oriental, ainsi que les négociations en cours en vue d'un accord d'association entre l'Union et l'Arménie.

The Association Committee established in accordance with Article 464(1) of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other (‘the Agreement’), shall assist the Association Council in the performance of its duties and perform the tasks provided for in the Agreement and assigned to it by the Association Council.

Article 41 of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Albania, of the other part (‘the Agreement’) refers to Protocol 4 to the Agreement (‘Protocol 4’) which lays down the rules of origin and provides for cumulation of origin between the European Union, Albania, Turkey and any country or territory participating in the Union's Stabilisation and Association Process.

Currently, Partnership and Cooperation Agreements or Association Agreements are in force with all ENP partners except three (the Partnership and Cooperation Agreement with Belarus is currently “frozen”; the Association Agreement with Syria has not yet been signed; and no Association Agreement has yet been negotiated with Libya), but do not contain any provisions to this end.

Whereas, for olive oil falling within CN codes 1509 10 10, 1509 10 90 and 1510 00 10, Decision No 1/77 of the EC-Turkey Association Council provides for special arrangements comprising a flat rate deduction of ECU 0,7245 per 100 kilograms from the levy applicable to that oil; whereas, provided that Turkey levies an export charge, those arrangements provide for a further reduction of that levy corresponding to the amount of the special charge, but not exceeding ECU 13,14 per 100 kilograms, representing the reduction provided for in Article 2 of the Association Agreement and a reduction of ECU 13,14 per 100 kilograms, representing the additional amount provided for in Annex IV to that Agreement; whereas the Community has concluded an agreement in the form of an exchange of letters with Turkey extending the aforementioned special arrangements for the duration of the Association Agreement with Turkey, on the basis of a flat-rate reduction in the customs duties (2);
considérant que, pour l'huile d'olive des codes NC 1509 10 10, 1509 10 90 et 1510 00 10, la décision n° 1/77 du Conseil d'association CE-Turquie prévoit un régime spécial visant un abattement forfaitaire de 0,7245 écu pour 100 kilogrammes du prélèvement applicable à cette huile; que, à condition que la Turquie perçoive une taxe à l'exportation, ledit régime prévoit en outre une diminution de ce même prélèvement correspondant au montant de la taxe spéciale, jusqu'à concurrence de 13,14 écus pour 100 kilogrammes au titre de la diminution prévue à l'article 2 de l'accord d'association et une diminution de 13,14 écus pour 100 kilogrammes au titre du montant additionnel prévu à l'annexe IV du même accord; que la Communauté a conclu un accord sous forme d'échange de lettres avec la Turquie visant la prorogation du régime spécial visé ci-dessus pour la durée de l'accord d'association avec la Turquie, sur la base d'un abattement forfaitaire des droits de douane (2);
