Notes the efforts made towards cooperation between the EU and the USA following the ‘pivot’ to Asia, as demonstrated by the common approach to the lifting of sanctions on Myanmar; calls, therefore, for greater coordination of US and EU policies towards Asia, together with those of key partners such as Australia and New Zealand; urges, to this end, the swift conclusion of the negotiations on framework agreements with Australia and New Zealand, which should reflect the EU's common approach to the inclusion of clearly worded political clauses on human rights and democracy in all international agreements negotiated by the EU;

Under these rules, when a contracting authority/entity enters into a framework agreement in accordance with the provisions of this Directive relating, in particular, to advertising, time-limits and conditions for the submission of tenders, it may enter into contracts based on this framework agreement during its term of validity either by applying the terms set forth in the framework agreement or, if not all terms have been fixed in advance, by reopening competition between the parties to the framework agreement.

– Mr President, the Commission fully shares Parliament's view that the Framework Agreement of 13 August is crucial to peace and stability in FYROM and that the Macedonian Parliament should be urged to adopt the measures recommended under the agreement.
