Another major priority under regional cooperation will be an enhanced dialogue between Euro-Mediterranean peoples and cultures with specific support for the Euro-Mediterranean Foundation for Dialogue of Cultures, the setting up of cooperation between municipalities and local authorities and the continuation of the Youth programme. These priorities, together with the continued support to the networks EuroMeSCo (foreign policy institutes) and FEMISE (economic institutes), will constitute the major areas of regional cooperation in the period 2005-2006.

In the presence of the Spanish Prime Minister Mr José María AZNAR, the Algerian President Mr Abdelaziz BOUTEFLIKA and the EU High Representative for the Common Foreign and Security Policy Mr Javier SOLANA, the European Community and its Member States and the People's Democratic Republic of Algeria signed a Euro-Mediterranean Association Agreement at a ceremony held in Valencia on 22 April 2002.
En présence du Premier ministre espagnol, Mr. José María AZNAR, du Président algérien, Mr. Abdelaziz BOUTEFLIKA, et du Haut représentant de l'Union européenne pour la politique étrangère et de sécurité commune, Mr. Javier SOLANA, la Communauté européenne et ses États membres et la République algérienne démocratique et populaire ont signé un Accord d'association euro-méditerranéen au cours d'une cérémonie qui s'est déroulée à Valence le 22 avril 2002.

Some other issues discussed during the summit were: the importance of the contribution of civil society and the need to reinforce the social dimension of the Euro-Mediterranean partnership; the call for a genuine Euro-Mediterranean social programme; the need to develop social dialogue in particular through the implementation of co-operation programmes; and a determination to improve education and vocational training and to better integrate young people and women in the labour market.
Ont également été évoqués durant le Sommet : l'importance de la contribution de la société civile et la nécessité de renforcer la dimension sociale du partenariat euroméditerranéen; un plaidoyer en faveur d'un véritable programme social euroméditerranéen; la nécessité de développer le dialogue social notamment par la mise en oeuvre de programmes de coopération; et la volonté de renforcer l'éducation et la formation professionnelle et d'assurer une meilleure insertion des jeunes et des femmes sur le marché du travail.

They attach particular importance to respect for fundamental social rights, including the right to development; - they recognize the essential contribution civil society can make in the process of development of the Euro-Mediterranean partnership and as an essential factor for greater understanding and closeness between peoples; - they accordingly agree to strengthen and/or introduce the necessary instruments of decentralized cooperation to encourage exchanges between those active in development within the framework of national laws: leaders of political and civil society, the cultural and religious world, universities, the research community, the media, organizations, the trade unions and public and private enterprises; - on this basis, they recognize the importance of encouraging contacts and exchanges between young people in the context of programmes for decentralized cooperation; - they will encourage actions of support for democratic institutions and for the strengthening of the rule of law and civil society; - they recognize that current population trends represent a priority challenge which must be counterbalanced by appropriate policies to accelerate economic take-off; - they acknowledge the importance of the role played by migration in their relationships. They agree to strengthen their cooperation to reduce migratory pressures, among other things through vocational training programmes and programmes of assistance for job creation.
Ils attachent une priorité particulière au respect des droits sociaux fondamentaux , y compris le droit au développement ; - ils reconnaissent la contribution essentielle que peut apporter la société civile dans le processus de développement du partenariat euro- méditerranéen et en tant que facteur essentiel d'une meilleure compréhension et d'un rapprochement entre les peuples ; - en conséquence, ils conviennent de renforcer et/ou mettre en place les instruments nécessaires à une coopération décentralisée pour favoriser les échanges entre les acteurs du développement dans le cadre des législations nationales : responsables de la société politique et civile, du monde culturel et religieux, des universités, de la recherche, des médias, des associations, les syndicats et les entreprises privées et publiques ; - sur cette base, ils reconnaissent qu'il importe de promouvoir les contacts et les échanges entre les jeunes dans le cadre de programmes de coopération décentralisée ; - ils encourageront les actions de soutien en faveur des institutions démocratiques et du renforcement de l'Etat de droit et de la société civile ; - ils reconnaissent que l'évolution démographique actuelle représente un défi prioritaire auquel il convient de faire face par des politiques appropriées pour accélérer le décollage économique ; - ils reconnaissent le rôle important que jouent les migrations dans leurs relations.Ils conviennent d'accroître leur coopération pour réduire les pressions migratoires au moyen, entre autres, de programmes de formation professionnelle et d'assistance à la création d'emplois.

Last April the 27 Foreign Affairs Ministers from the EU and our Mediterranean partners met in Valencia, where they adopted a Commission proposal to set up a Euro-Mediterranean foundation to promote dialogue between cultures and civilisations and to encourage cultural, intellectual and people-to-people exchanges.
En avril dernier les 27 ministres des affaires étrangères de l'UE et des partenaires méditerranéens, réunis à Valence, ont adopté la proposition de la Commission de créer une fondation euroméditerranéenne pour promouvoir le dialogue entre les cultures et les civilisations et pour favoriser les échanges culturels, intellectuels et ceux de la société civile.
