The content of the Report has been drawn from a number of sources, notably: the independent evaluation undertaken by ECOTEC Research and Consulting Limited, who were appointed after an open Call for Tender [3] and whose report was submitted to the European Commission in September 2002 [4]; national evaluation reports (where available) and the evaluation report produced by the Council of Europe; policy documents produced by national and regional authorities and by NGOs published during, or as a result of, the Year; the final report submitted by EurOM, who were appointed to supply communications and production services after an open invitation to tender [5] and the final reports of co-financed projects.

In addition, the Commission is presenting a number of other policy documents which are relevant to competitiveness, including the Communication on Industrial Policy in an Enlarged Europe [6], the Green Paper on Entrepreneurship [7], the Communication on Innovation Policy [8], and "Investing in Research: an Action Plan for Europe".

Recalls that the Commission launched the strategy review process in 2014 by publishing its communication entitled ‘Taking stock of the Europe 2020 Strategy for smart, sustainable and inclusive growth’, and considers it regrettable that insufficient reference was made to cohesion policy and the associated instruments in that document; appreciates the fact that the process continued with a public consultation carried out between May and October 2014 with a view to collecting evidence for the review process, and welcomes the fact that the strategy’s relevance and the meaningfulness of its objectives and priorities were confirmed;

– (PT) I would like to add my congratulations to those already offered here to the Commissioner on his presentation today of the document on the action plan for the development of a maritime policy for the EU and I would like to say that the document presented today contains a series of initiatives worthy of mention, including the proposal for a European Strategy for Marine Research, support for an integrated approach to national maritime policies, plus the recommendation that Europe should operate as a network at the level of maritime surveillance as well as the proposal to set up multi-sectoral maritime clusters with the relevant financial adjustment at European level, among many other features, of course.

This Communication follows a previous document of December 2002 on 'Industrial Policy in an Enlarged Europe', which laid out some of the foundations that should underpin the Union's industrial policy, as well as the Communication of November 2003 'Some Key Issues in Europe's Competitiveness - Towards an Integrated Approach', which also carried out a first analysis of the problem of deindustrialisation.

Please allow me to refer to an extract from the recent document by UNICE, the Union of Industrial and Employers’ Confederations of Europe. The document concerns the issue of liberating the workforce of Europe and includes the opinions of companies on European social policy beyond 2000. It states that European companies regard themselves as an integral part of society which means that they operate in a socially responsible way.
