Considers that the sustainable development of European aquaculture requires stronger support for scientific research and technological development related to the breeding of new species, especially indigenous species, ensuring sustainable sourcing of feed, avoiding escapes, minimising biodiversity impacts and reducing the impact of chemicals and medicine use, as well as in the field of the development of new or significantly improved products, in order to enable production and the supply of foodstuffs to be diversified and their quality enhanced while raising the level of environmental safety; points out that accurate knowledge of bathymetry and seabed composition are essential in the selection of the most appropriate sites for the expansion of the local aquaculture industry, in estimating their carrying capacity and in modelling pollution arising from aquaculture activities;
44. estime que le développement durable de l'aquaculture européenne exige un soutien sans faille à la recherche scientifique et au développement technologique dans le domaine de la culture de nouvelles espèces, en particulier indigènes, en assurant un approvisionnement alimentaire durable, en évitant les fuites, en réduisant au minimum les répercussions sur la biodiversité et les effets de l'utilisation des produits chimiques et des médicaments, ainsi que dans le domaine de la création de produits nouveaux ou fondamentalement améliorés, afin d'assurer une diversification de la production et de l'offre alimentaire et une augmentation de leur qualité, tout en garantissant une meilleure sécurité environnementale; signale qu'il est essentiel d'avoir des connaissances précises de la bathymétrie et de la composition des fonds marins pour sélectionner les sites les plus appropriés en vue de l'extension du secteur local de l'aquaculture, évaluer leurs capacités limites et modéliser la pollution émanant des activités aquacoles;

(47) In accordance with the Communication from the Commission to the Council and the European Parliament of 19 September 2002 entitled ‘A Strategy for the sustainable development of European aquaculture’ and the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions of 29 April 2013 entitled ’Strategic guidelines for the sustainable development of EU aquaculture’, the CFP objectives and the Europe 2020 strategy, the EMFF should support the environmentally, economically and socially sustainable development of the aquaculture industry.

(46) In line with the Commission's Strategy for the Sustainable Development of European Aquaculture, the CFP objectives and Europe 2020 Strategy, the EMFF should support the environmentally, economically and socially sustainable development of the aquaculture industry, focussing, in particular, on promoting eco innovation, reducing dependence on fish meal and oil, improving the welfare of farmed organisms and promoting organic and closed system aquaculture .
(46) Conformément à la stratégie de la Commission pour le développement durable de l'aquaculture européenne, aux objectifs de la PCP et à la stratégie Europe 2020, le FEAMP devrait encourager le développement durable de l'industrie aquacole, du point de vue environnemental, économique et social, en mettant particulièrement l'accent sur la promotion de l'éco-innovation, la réduction de la dépendance à la farine et à l'huile de poisson, l'amélioration du bien-être des organismes d'élevage et la promotion de l'aquaculture biologique en circuit fermé .

There is no EU legislation on the aquaculture sector at present, and it continues to be covered by a plethora of EU legislation and national rules which can vary significantly between states, creating a legal framework lacking in transparency and discriminatory situations and market distortions that do little to encourage investment in the sector. The Commission adopted an initial communication in 2002, which was the subject of a European Parliament legislative resolution of January 2003, has failed to increase the transparency of the regulatory framework. On the contrary, the Commission and Council have continued to adopt, often via the comitology procedure, detailed rules applicable to aquaculture (organic and otherwise), in respect of which Parliament has had no opportunity whatsoever to voice a direct opinion. The recent Commission communication of April 2009 which forms the subject of this report therefore provides the chance to assess the appropriateness of introducing a specific EU framework for the aquaculture sector, with the ultimate objective remaining the structured development of a sustainable European aquaculture industry which respects environmental balances, increases the economic worth of aquaculture operators and their local communities and offers consumers more guarantees.
La récente communication de la Commission d'avril 2009, sur laquelle porte le présent rapport, constitue par conséquent une nouvelle occasion d'examiner l'opportunité d'un cadre communautaire spécifique pour le secteur de l'aquaculture, l'objectif final demeurant le développement organisé d'une aquaculture européenne durable, respectueuse des équilibres environnementaux, qui valorise le rôle économique des opérateurs de ce secteur et des communautés locales auxquelles ils appartiennent et offre plus de garanties aux consommateurs.

To this end, the Member States should foster synergy between national research programmes and promote the participation of industry in research and innovation activities – including in particular to implement the European Aquaculture Technology and Innovation Platform's Strategic Research Agenda and the Blue Growth strategy.[30]

Europe’s aquaculture industry is also an important provider of fish to European consumers: it remains at the forefront of technological development and continues to export know-how and technology outside Europe.

It shall be composed of scientists of high international standing, representatives of relevant stakeholders, including for example, tourism, renewable energies, fisheries and aquaculture, maritime transport, biotechnology and technology providers and including both industry and civil society organisations with an interest in those sectors, other integrated Baltic research programmes and other European regional seas.
Il se compose de scientifiques de renommée internationale, de représentants des parties prenantes, notamment des secteurs du tourisme, des énergies renouvelables, de la pêche et de l’aquaculture, du transport maritime, des biotechnologies et des fournisseurs de technologie ainsi que des organisations industrielles et de la société civile ayant un intérêt dans ces secteurs, et enfin d’autres programmes de recherche intégrés en région baltique ou dans d’autres régions maritimes européennes.

In view of the tasks of the Advisory Committee on Fisheries and Aquaculture (ACFA), which was renewed under Commission Decision 1999/478/EC (5), the European professional organisations represented in ACFA should be given financial support to prepare the meetings of ACFA in order to improve the coordination of national organisations at European level and ensure greater industry cohesion on topics of Community interest.
Eu égard aux tâches qui incombent au comité consultatif de la pêche et de l'aquaculture (CCPA), actualisées par la décision 1999/478/CE de la Commission (5), les organisations professionnelles européennes représentées au CCPA doivent bénéficier d'un soutien financier pour préparer les réunions du CCPA afin d'améliorer la coordination des organisations nationales au niveau européen et de renforcer la cohésion du secteur de la pêche sur les sujets revêtant un intérêt communautaire.
