The Member States of the European Union are increasingly aware of this and of the need for closer cooperation and coordination on drug policies if they are to succeed in providing citizens with high levels of security and public health that are part of a civilised society, and without which the European Union would lose the soil in which it is rooted: European civil society.

Encourages greater participation by civil society, non-state actors and social partners, both from the candidate countries and the Member States, in the accession process; urges the Commission to keep up a continuous dialogue with them; calls on the candidate and potential candidate countries to ensure their involvement at all stages; stresses that civil society can work as an important engine of approximation with the EU, create bottom-up pressure for the advancement of the European agenda, improve the transparency of the process and strengthen public support for accession; stresses the importance of adequate financial support, inter alia via the Civil Society Facility, especially in order to enhance civil society’s capacities to monitor the implementation of the acquis; stresses the importance of cooperation between European civil society organisations and their counterparts in the candidate and potential candidate countries;

For it to be a success, the initiative must genuinely come from citizens. It must help to move the debate forward, to reconcile citizens with the European Union and to contribute towards the development of a European civil society.

I believe that granting Parliament a powerful role in the establishment of the Fundamental Rights Agency is a positive step, just as I believe that the work of Mrs Gál, Mrs Kósáné Kovács and Mr Frattini, who has reaffirmed his favourable position in this House, is important. However, we must also ensure that there is strong involvement on the part of NGOs and European civil society.
J’estime qu’accorder au Parlement un rôle de poids dans la création de l’Agence des droits fondamentaux représente une mesure positive et je considère que le travail réalisé par Mme Gál et par Mme Kovács ainsi que par M. Frattini, qui a réaffirmé son soutien devant l’Assemblée, est également un pas important, mais nous devons aussi veiller à impliquer activement les ONG et la société civile européenne.
