The establishment and operation of the register shall not affect or prejudice the objectives of the European Parliament as expressed in its resolution of 8 May 2008 on the development of the framework for the activities of interest representatives (lobbyists) in the European institutions (2) and in its decision of 11 May 2011 on conclusion of an interinstitutional agreement between the European Parliament and the Commission on a common Transparency Register (3).

In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council (10), and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council (11), as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council (12), in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

This concern to ensure that these rules are compatible with the specific characteristics of what is a new type of contract between a European institution (Parliament) and assistants chosen by individual Members to assist them during their terms of office formed the basis for a number of the amendments set out in the report, namely: the amendments to Recitals 3, 4, 6, 8 and, in particular, 9 (where it is pointed out that the special relationship between assistant and Member needs to be taken into account for the purpose of incorporating this category of contract into the CEOS); the amendments to Recital 11 and Article 5a (which define the relationship between assistant and Member, based on mutual trust); and the amendments to Articles 126(2), 127 and 128(1) (which deals with the application by analogy of the provisions of the Staff Regulations, with due respect for the specific characteristics of the employment relationship in question).

The Commission Communications of 20 April 2005 and 10 May 2006 entitled ‘Mobilising the Brainpower of Europe: enabling universities to make their full contribution to the Lisbon Strategy’ and ‘Delivering on the Modernisation Agenda for Universities: education, research and innovation’, the Council Resolution of 23 November 2007 on modernising universities for Europe's competitiveness in a global knowledge economy and Regulation (EC) No 294/2008 of the European Parliament and of the Council of 11 March 2008 establishing the European Institute of Innovation and Technology (11) underline the need for European higher education institutions to overcome their fragmentation and join forces in a quest for increased quality in teaching and research as well as for a better response to the changing needs of the labour market.
