The Commission states that the Single European Sky, created in 2004, has not delivered the expected results in some key areas such as the process of integration within functional airspace blocks, air traffic control, cost-efficiency and the efficiency of the European air network as a whole.

In order to create the Single European Sky, measures should be adopted in relation to systems, constituents and associated procedures with the objective of ensuring the interoperability of the European air traffic management network (EATMN) consistent with the provision of air navigation services as provided for in Regulation (EC) No 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the Single European Sky (the service provision Regulation)[23] and the organisation and use of airspace as provided for in Regulation (EC) No 551/2004 of the European Parliament and of the Council of 10 March 2003 on the organisation and use of the airspace in the Single European Sky (the airspace Regulation)[24].

(8) For all these reasons, and with a view to extending the single European sky to include a larger number of European States, the Community should, while taking into account the developments occurring within Eurocontrol, lay down common objectives and an action programme to mobilise the efforts by the Community, the Member States and the various economic stakeholders in order to create a more integrated operating airspace: the single European sky.
(8) Pour toutes ces raisons et en vue d'étendre le ciel unique européen à un plus grand nombre d'États européens, il convient que la Communauté fixe des objectifs communs et un programme d'action mobilisant les efforts de la Communauté, de ses États membres et des différents acteurs économiques afin de réaliser un espace aérien opérationnel plus intégré, le ciel unique européen, tout en tenant compte des développements en cours au sein d'Eurocontrol.

This regulation forms part of a package of legislation on air traffic management designed to create a single European sky by 31 December 2004. The objective of the single European sky is to ensure an optimum use of European airspace to meet the requirements of all airspace users.
Le règlement fait partie d’un train de mesures concernant la gestion du trafic aérien et visant la réalisation de l’objectif de ciel unique européen à partir du 31 décembre 2004, qui permettra une utilisation optimale de l’espace aérien européen pour répondre aux exigences de tous ses utilisateurs.
