1. The Commission, acting in accordance with the advisory procedure referred to in Article 6(2), shall be empowered to agree with the authorities of the Kyrgyz Republic on the economic policy and financial conditions attached to the European Union macro-financial assistance, to be laid down in a Memorandum of Understanding which shall include a timeframe for their fulfilment (hereafter the ‘Memorandum of Understanding’).

La Commission, statuant conformément à la procédure consultative visée à l'article 6, paragraphe 2, est habilitée à convenir avec les autorités de la République kirghize des conditions de politique économique et des conditions financières attachées à l'assistance macrofinancière de l'Union, conditions qui doivent être inscrites dans un protocole d'accord (ci-après le «protocole d'accord») comportant un calendrier pour leur réalisation.

The European Union macro-financial assistance will complement support from the IMF foreseen under the financing arrangement agreed by the IMF board on 29 January 2010; from the World Bank and from the bilateral donors.
L'assistance macrofinancière proposée par l'Union européenne complétera le soutien que le FMI devrait accorder au titre de l'accord de financement approuvé par son conseil d'administration le 29 janvier 2010 ainsi que celui de la Banque mondiale et d'autres bailleurs de fonds bilatéraux.

(6) In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council , Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.
(6) Conformément à la déclaration commune du Parlement européen et du Conseil adoptée parallèlement à la décision n° 778/2013/UE du Parlement européen et du Conseil , l'assistance macrofinancière de l'Union devrait être un instrument financier de nature exceptionnelle destiné à apporter un soutien à la balance des paiements non lié et sans affectation particulière, ayant pour but de rétablir la viabilité des finances extérieures du bénéficiaire, et devrait appuyer la mise en œuvre d'un programme d'action comportant des mesures fortes d'ajustement et de réforme structurelle destinées à améliorer la balance des paiements, en particulier durant la période de programmation, et à renforcer l'application des accords et des programmes conclus en la matière avec l'Union.

2. For the purpose of Union-wide stress tests the ESA may, through the Joint Committee and in cooperation with the European Systemic Risk Board, established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council of 24 November 2010 on the European Union macro-prudential oversight of the financial system and establishing a European Systemic Risk Board , develop supplementary parameters that capture the specific risks associated with financial conglomerates, in accordance with Regulation (EU) No 1093/2010, Regulation (EU) No 1094/2010 and Regulation (EU) No 1095/2010.
2. Aux fins des simulations de crise réalisées à l’échelle de l’Union, les AES peuvent élaborer, par l’intermédiaire du comité mixte et en collaboration avec le Comité européen du risque systémique, institué par le règlement (UE) no 1092/2010 du Parlement européen et du Conseil du 24 novembre 2010 relatif à la surveillance macroprudentielle du système financier dans l’Union européenne et instituant un Comité européen du risque systémique , des paramètres complémentaires qui tiennent compte des risques spécifiques associés aux conglomérats financiers, conformément au règlement (UE) no 1093/2010, au règlement (UE) no 1094/2010 et au règlement (UE) no 1095/2010.

Information gathered by competent authorities should be shared with other authorities in the Union, with ESMA and with the European Systemic Risk Board (ESRB) established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council of 24 November 2010 on European Union macro-prudential oversight of the financial system and establishing a European Systemic Risk Board so as to facilitate a collective analysis of the impact of the leverage of AIFs managed by AIFMs on the financial system in the Union, as well as a common response.
Les informations rassemblées par les autorités compétentes devraient être transmises aux autres autorités de l’Union, à l’AEMF et au Comité européen du risque systémique (CERS) institué par le règlement (UE) no 1092/2010 du Parlement européen et du Conseil du 24 novembre 2010 relatif à la surveillance macroprudentielle du système financier dans l’Union européenne et instituant un Comité européen du risque systémique afin de faciliter l’analyse collective de l’incidence de l’effet de levier auquel des FIA gérés par les gestionnaires ont recours, sur le système financier de l’Union ainsi que l’élaboration d’une réponse commune.
