Stresses the strategic importance of a solution to the Middle East conflict for the stability and well-being of the entire Mediterranean region; reiterates its call for a settlement between Israel and the Palestinian side; considers that, in the context of the diplomatic activity of the Quartet, the European Union, as the biggest aid donor to the Palestinians, can play a major role in the region;

In this context, it has called on the Commission to identify practical ways of promoting Palestinian exports of products that already have free or concessional access to the Community market; - reiterates the European Union's desire to conclude with the West Bank and the Gaza Strip as soon as possible a Euro-Mediterranean association agreement tailored to the particular situation of these territories and calls on the Commission to begin exploratory talks at an early date with the Palestinian Authority to this end.
