The concentration of research funding on a smaller number of areas and institutions should lead to increased specialisation of the universities, in line with the move currently observed towards a European university area which is more differentiated and in which the universities tend to focus on the aspects situated at the core of their research and/or teaching skills.
La concentration des financements de recherche sur un plus petit nombre de domaines et d'institutions devrait se traduire par une spécialisation accrue des universités, dans le sens de l'évolution, qu'on observe actuellement, vers un espace universitaire européen plus différencié où les universités tendent à se concentrer sur les aspects situés au coeur de leurs compétences en recherche et/ou dans l'enseignement.

The Agency should contribute towards raising the awareness of individual users of electronic communications, infrastructure and services, including by assisting Member States, where they have chosen to use the public interest information platform provided for in Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users’ rights relating to electronic communications networks and services (Universal Service Directive) , to produce relevant public interest information regarding network and information security, and also by assisting in the development of such information to be included with the supply of new devices intended for use on public communications networks.

This Regulation establishes a European Neighbourhood Instrument (ENI) with a view to advancing further towards an area of shared prosperity and good neighbourliness involving the Union and the countries and territories listed in Annex I (‘the partner countries’) by developing a special relationship founded on cooperation, peace and security, mutual accountability and a shared commitment to the universal values of democracy, the rule of law and respect for human rights in accordance with the TEU.

Le présent règlement institue un instrument européen de voisinage (IEV) afin de progresser vers un espace de prospérité partagée et de bon voisinage couvrant l'Union ainsi que les pays et territoires énumérés à l'annexe I (ci-après dénommés «pays partenaires») par l'instauration de relations privilégiées fondées sur la coopération, la paix et la sécurité, la responsabilisation réciproque et l'attachement partagé aux valeurs universelles que sont la démocratie, l'état de droit et le respect des droits de l'homme, conformément au traité sur l'Union européenne.

18. Takes the view, further, that the establishment of a multi-ethnic European University College, in addition to the existing university centres in Pristina and Mitrovica, and of cultural, social and healthcare amenities catering specifically for the Serb community in central Kosovo would constitute a major incentive towards promoting the integration of the Serb community in Kosovo; calls on the Commission, therefore, in close cooperation with the Kosovo Government, to take immediate action with a view to implementing this project;

On 29 June 1998, the Council approved ‘Guidelines on EU policy towards third countries on the death penalty’ and resolved that the European Union would work towards the universal abolition of the death penalty.

In order to implement the specific programme, and in accordance with the Decisions of the European Parliament and of the Council concerning the multiannual Framework Programme 2002-2006 of the European Community for research, technological development and demonstration activities aimed at contributing towards the creation of the European Research Area (No 1513/2002/EC) and with the Regulation (EC) No./2002 on rules for the participation of undertakings, research centres and universities and for the dissemination of research results, the Commission will use various instruments.
