More worrisome from my perspective is that with the proclamation of this bill, many of these operators will instantly and unwittingly fall afoul of the provisions of Part II and sections of Part IV and will be subject to some extensive search and seizure powers, a reverse onus in terms of innocence, and some stiff penalties.
