Recalls its position that, given the wide array of tasks, challenges and objectives that the CAP is called on to respond to, the amounts allocated to the CAP in the budget year 2013 should be at least maintained during the next financial programming period; believes that the new CAP should aim at a more effective and efficient allocation of its budget, inter alia via a fair distribution of direct payments and rural development allocations between Member States, regions and farmers, in order to reduce the existing gap; stresses, in this context, the important role played by the second pillar of the CAP, which makes a significant contribution to investment and job creation in rural areas, to enhancing the effectiveness and competitiveness of the farming industry, particularly in the light of the new challenges referred to in the Europe 2020 strategy, as well as to managing environment and preserving biodiversity;

This initiative and engagement should be fully recognised by enhancing collaboration between research entities and the farming and rural development organisations and should be taken into account for future farm extension services and training programs.
