Takes note of the outcome of the 20 August 2012 presidential elections in Somalia; urges all political actors in Somalia to commit to democracy, the rule of law and human rights, as the only way out of the vicious cycle of poverty, underdevelopment and insecurity; stresses that the end of the TFG’s mandate is a key test of the potential of Somalia to move towards a functioning state and of its capacity to rebuild strong, democratic and truly representative institutions; believes it will be crucial to facilitate an inclusive political dialogue in Somalia and promote consensus-building processes to support the new government; calls on the new Federal Government and the new President Hassan Sheikh Mohamud to work towards reconciliation among the Somali people by building on the Garowe Agreement, in order to establish the new federal state and begin the long but important process of delivering peace, security and democracy for all Somalis;
49. prend acte du résultat de l'élection présidentielle du 20 août 2012 en Somalie; exhorte tous les acteurs politiques de Somalie à s'engager en faveur de la démocratie, de l'état de droit et des droits de l'homme, car c'est la seul voie hors du cercle vicieux de la pauvreté, du sous-développement et de l'insécurité; souligne que la fin du mandat du gouvernement fédéral de transition (GFT) servira de test-clé pour évaluer la capacité de la Somalie à s'assumer en tant qu'État apte à fonctionner et à reconstruire des institutions fortes, démocratiques et véritablement représentatives; estime qu'il sera crucial de faciliter un dialogue politique pluriel en Somalie et de favoriser les processus de recherche de consensus afin d'étayer les efforts du nouveau gouvernement; invite le nouveau gouvernement fédéral et le nouveau président, Hassan Cheikh Mohamoud, à œuvrer pour la réconciliation au sein du peuple somalien, en se basant sur l'accord de Garowe, afin de créer le nouvel État fédéral et de lancer le processus long mais important visant à apporter la paix, la sécurité et la démocratie à tous les Somaliens;

55. Stresses that viable and inclusive economic structures and a system of revenue-sharing for future oil and gas exploitation between the regions and the federal level, for the benefit of the whole population, will be essential for the long-term sustainability of Somalia as a functioning federal state; urges the international community not to repeat the mistakes made in the past in concentrating assistance on the federal institutions in Mogadishu at the expense of Somalia’s regions, given that the latter can play a crucial role in the decentralised delivery of basic services and stability to the population; calls on the EU to mobilise all resources during the present ‘window of opportunity’, in order to assist regional entities in Somalia in this vital process of democratic transition; given the latest political and security developments in Somalia, encourages the Member States and the HR/VP, in close cooperation with the legitimate Somali authorities, the African Union and IGAD, as well as the US government, to consider a Security Sector Reform (SSR) mission once the situation on the ground permits;
55. souligne qu'il sera essentiel, pour la viabilité à long terme de la Somalie en tant qu'État fédéral apte à fonctionner, de disposer de structures économiques solides et ouvertes ainsi que d'un système de partage de recettes pour l'exploitation future du pétrole et du gaz entre les régions et le niveau fédéral, et ce dans l'intérêt de l'ensemble du pays; exhorte la communauté internationale à ne pas répéter les erreurs du passé en concentrant l'aide au niveau des institutions fédérales à Mogadiscio aux dépens des régions de la Somalie, puisque celles-ci peuvent jouer un rôle crucial pour la prestation décentralisée des services de base et la stabilité de la population; invite l'Union européenne à mobiliser toutes ses ressources pendant cette fenêtre d'opportunité, afin d'assister les pouvoirs régionaux en Somalie dans ce processus vital de la transition démocratique; étant donné les dernières évolutions en matière de politique et de sécurité en Somalie, encourage les États membres et la VP/HR, en étroite collaboration avec les autorités somaliennes légitimes, l'Union africaine et l'IGAD, ainsi que le gouvernement des États-Unis, à envisager une mission de réforme du secteur de la sécurité (RSS) dès que la situation sur place le permettra;
