Measuring methods are harmonised on the basis of a formula which takes into account – and that is something that needs to be explained to my fellow MEPs once again – the differences between ‘day’ and ‘night’, the population density, but also the cultural diversity, which means that in Portugal or Spain, different ‘day’ and ‘night’ hours can be established.

Everything that contributes to better protection must, therefore, be welcomed and, once again, very important arrangements are being proposed to us, which I support: a national monitoring centre for security at sea and increased staff training, not forgetting the adequate equipping of ports – so many measures for which we have called many times in this House. That is what I think is important, even if I agree with my fellow MEPs in asking for these arrangements to be applied in a balanced and harmonious way, without compromising the actual activity of the ports.
Dès lors, tout ce qui va dans le sens d’une meilleure protection doit être accueilli favorablement et, une fois encore, des dispositions très importantes nous sont proposées, que je soutiens. Un centre de contrôle national pour la sécurité en mer, une formation accrue du personnel, sans oublier l’équipement adéquat des ports, autant de mesures que nous avons réclamées maintes fois dans cette enceinte: voilà qui me paraît important, même si je suis d’accord avec mes collègues pour demander à ce que ces dispositions soient appliquées dans un équilibre harmonieux, sans pénaliser l’activité des ports elle-même.

I would once again like to thank the Council, the Commission and my fellow MEPs for the cooperation that has helped us avoid ending up in the follow-up procedure – the conciliation, and managed to reach sound agreements nevertheless.
Je tiens à remercier une fois de plus le Conseil, la Commission et mes collègues pour la collaboration, grâce à laquelle nous avons évité la situation qui nous attendait dans la procédure de suivi - la conciliation - mais avons pu néanmoins arriver à de bons accords.

I believe now is the right time for us to think back once again to a proposal put forward in this Chamber by a former fellow MEP of ours, Tom Spencer. He suggested that rather than giving storms the names of men or women, we should name them after the perpetrators of the greenhouse effect – he proposed the oil companies at the time.
Je pense qu'à ce sujet, nous devrions nous rappeler une proposition avancée par un de nos anciens collègues, Tom Spencer, dans cette Assemblée : il faudrait désormais baptiser ces tempêtes non pas de patronymes masculins ou féminins quelconques mais du nom des responsables de l'effet de serre - il faisait alors référence aux groupes pétroliers.
