With this Communication, the Commission is submitting to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions (for information) the Fifth Report on the application of Directive 89/552/EEC,[1] as amended by Directive 97/36/EC,[2] “Television without Frontiers” (referred to below as “the Directive”).
Par la présente communication, la Commission soumet au Conseil, au Parlement européen, au Comité économique et social et au Comité des régions (à titre d’information) le cinquième rapport sur l’application de la directive 89/552/CEE[1], (directive « Télévision sans frontières »), telle qu’elle a été modifiée par la directive 97/36/CE[2] (ci-après la directive).

With this in mind, and in the light of the conclusions of the Fifth Cohesion Report, which support the continuation of revised territorial cooperation, is the Commission considering withdrawing the arbitrary 150 km limit in the case of island regions, as Parliament requested in its resolution of 22 September 2010 on the European strategy for the economic and social development of mountain regions, islands and sparsely populated areas (P7_TA(2010)0341 )?
Face à cette situation, et suivant les conclusions du Ve Rapport sur la cohésion, qui soutiennent la continuité d’une coopération territoriale modifiée, la Commission envisage-t-elle de retirer le critère arbitraire des 150 km lorsqu’il concerne des régions insulaires, tel que l’a demandé le Parlement dans sa résolution du 22 septembre 2010 sur une stratégie européenne pour le développement économique et social des régions présentant des difficultés géographiques permanentes (P7_TA(2010)0341 )?

– having regard to the Commission’s fifth progress report of 19 June 2008 on economic and social cohesion – Growing regions, growing Europe (COM(2008)0371) (Fifth Progress Report);

40. Notes with great interest that the Fifth Progress Report, for the first time, makes specific reference to 'transition regions', which are situated between 'convergence regions' and 'competitiveness and employment regions'; acknowledges the need to deal separately with those regions that are now scattered as 'phasing in' or 'phasing out' regions between the two Objectives; calls on the Commission, in the context of territorial cohesion, to establish a more comprehensive system of gradual transitional assistance to regions that will soon be above the 75 % GDP threshold, in order to provide them with a clearer status and more security in their development; considers that a transitional system also needs to be established for Member States dropping out of the Cohesion Fund;
40. note avec grand intérêt que le cinquième rapport d'étape fait pour la première fois spécifiquement référence aux "régions en transition", qui se situent entre les "régions relevant de l'objectif de convergence" et les "régions couvertes par l'objectif de compétitivité et d'emploi"; reconnaît la nécessité de traiter séparément ces régions qui sont aujourd'hui divisées en régions bénéficiant d'un régime d'aide progressif et dégressif selon l'un ou l'autre des objectifs; invite la Commission, dans le contexte de la cohésion territoriale, à concevoir un système plus global d'aide transitoire progressive aux régions qui dépasseront bientôt le seuil de 75% du PIB, afin de leur conférer un statut plus clair et davantage de sécurité dans leur développement; considère qu'un système transitoire doit également être mis en place pour les États membres qui cessent de relever du Fonds de cohésion;
