A pilot phase for the Europe 2020 Project Bond Initiative should be launched, the aim of which is to help finance priority projects with a clear EU added value, and to facilitate greater private sector involvement in the long-term capital market financing of economically viable projects in the field of transport, energy and ICT infrastructure.

Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.

En outre, les États membres devraient optimiser l’utilisation des Fonds structurels et de cohésion pour soutenir le financement d’infrastructures de transport. Les fonds de l’UE se concentreront sur les projets qui offrent la plus grande valeur ajoutée à l’Europe et pour lesquels une collaboration active avec les autorités nationales et d’autres bailleurs de fonds est garantie. Therefore, in order to improve the completion of transport projects – in particular cross-border ones – with a high European added value, part of the Cohesion Fund allocation (EUR 11 305 500 000) should be transferred to finance transport projects on the transport core network or transport projects relating to horizontal priorities in the Member States eligible for financing from the Cohesion Fund under the CEF.

As for the 2000-2006 period, several tens of billions of euros will be available for co-financing projects in the transport sector through the various financial instruments of European regional policy, including about € 35 billion under the Cohesion Fund which should chiefly be invested in the priority projects.
