Taking into account the financial burden-sharing between the budgets of the European Union and the Member States relating to the implementation of the statistical programme, the Community should also, in accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities , make financial contributions to the NSIs and other national authorities in order to cover fully the incremental costs that the NSIs and other national authorities may incur in the execution of the temporary direct statistical actions decided by the Commission.
Compte tenu de la répartition, entre les budgets de l'Union européenne et des États membres, des charges financières liées à la mise en œuvre du programme statistique, la Communauté devrait également, conformément au règlement (CE, Euratom) no 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes , apporter des contributions financières aux INS et autres autorités nationales afin de couvrir la totalité des coûts supplémentaires que les INS et autres autorités nationales peuvent être amenés à supporter pour exécuter les actions statistiques directes temporaires décidées par la Commission.

(4a)Taking into account the financial burden-sharing between the European Union and Member State budgets in relation to the implementation of the statistical programme, the Community should also, in accordance with Council Regulation (EC) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, make financial contributions to the national authorities to meet the incremental costs that they may incur in executing the temporary direct statistical actions determined by the Commission.
(4 bis) Compte tenu de la répartition entre les budgets de l'Union européenne et des États membres des coûts financiers se rapportant à la mise en œuvre du programme statistique, la Communauté devrait également, conformément au règlement (CE, Euratom) n° 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes, apporter un soutien financier aux autorités nationales pour les aider à faire face aux coûts supplémentaires qu'elles pourraient supporter du fait de l'exécution des actions statistiques directes temporaires fixées par la Commission.

(4) Since the objective of the proposed action, namely financial burden-sharing for cooperation between Member States on expulsion of third-country nationals in the case of mutual recognition of expulsion decisions cannot be sufficiently achieved by the Member States and can therefore, by reason of the effects of the action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
(4) Étant donné que l'objectif de l'action envisagée, à savoir une répartition de la charge financière liée à la coopération entre États membres en matière d'éloignement de ressortissants de pays tiers, en cas de reconnaissance mutuelle de décisions d'éloignement, ne peut pas être réalisé de manière suffisante par les États membres, et peut donc, en raison des effets de l'action, être mieux réalisé au niveau communautaire, la Communauté peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité.
