It is without prejudice to any decisions concerning the Union’s Multiannual Financial Framework (MFF) after 2013 and concerning the possible re-use of reflows from financial instruments in the context of the negotiations on the proposal for a regulation of the European Parliament and of the Council on the financial rules applicable to the annual budget of the Union.

After 31 December 2013 or after the date of entry into force of this multiannual financial framework, whichever is the later, balances from the 10th EDF or from previous EDFs and funds decommitted from projects under these EDFs shall no longer be committed, unless the Council of the European Union decides otherwise by unanimity, with the exception of the remaining balances and reimbursements of the amounts allocated for the financing of the Investment Facility, excluding the related interest rate subsidies, and the remaining balances of the primary agricultural export receipt stabilisation guarantee system (STABEX) under the EDFs prior to the 9th EDF.

12. Recalls that, in its previous discharge resolutions, Parliament had strongly supported the integration of the EDF in the general budget of the European Union, since this would remove many of the complications and difficulties of implementing successive EDFs, help speed up disbursement and eliminate the current democratic deficit; regrets that the EDF was not budgetised under the financial framework 2007 to 2013, but remained a separate financial instrument; considers that the budgetisation of the EDF should be a priority objective for the financial framework after 2013;
12. rappelle qu'il avait fermement soutenu, dans ses résolutions antérieures de décharge, l'intégration du FED dans le budget général de l'Union européenne, car cette intégration éliminerait bien des complications et difficultés résultant de la mise en œuvre de FED successifs, accélérerait les versements et comblerait l'actuel déficit démocratique; déplore que le FED ne soit pas budgétisé dans les perspectives financières de 2007 à 2013, mais reste un instrument financier à part; considère que la budgétisation du FED devrait être un objectif prioritaire du cadre financier après 2013;

- the European Parliament and the Council would decide jointly on the Financial Perspective, which would be constitutionalised under the name 'multiannual financial framework' (the Council would decide by a qualified majority as from the first financial framework after the entry into force of the Constitution);
