IN-CONTEXT TRANSLATIONS

In order to optimise the use of budgetary funds allocated to the CEF, the Commission should ensure continuity of all financial instruments established under Regulation (EC) No 680/2007 of the European Parliament and of the Council and the risk-sharing instrument for project bonds established under Decision No 1639/2006/EC of the European Parliament and of the Council within their succeeding debt and equity financial instruments under this Regulation, on the basis of an ex-ante assessment, as provided for by Regulation (EU, Euratom) No 966/2012.

2. The Commission shall be empowered to adopt delegated acts in accordance with Article 26 of this Regulation to modify the main terms, conditions and procedures laid down in Part III of Annex I to this Regulation governing the Union contribution to each financial instrument established under the Debt Framework or Equity Framework laid down in Part III of Annex I to this Regulation in accordance with the results of the interim report and the independent full -scale evaluation of the pilot phase of the Europe 2020 Project Bond Initiative established under Decision No 1639/2006/EC and Regulation (EC) No 680/2007, and in order to take into account changing market conditions with a view to optimising the design and implementation of the financial instruments under this Regulation.
2. La Commission est habilitée à adopter des actes délégués conformément à l'article 26 du présent règlement afin de modifier les principales modalités, conditions et procédures énoncées dans la partie III de l'annexe I du présent règlement et régissant le concours de l'Union à chaque instrument financier établi conformément aux règles pour les instruments de prêt et les instruments de fonds propres énoncées dans la partie III de l'annexe I du présent règlement, conformément aux conclusions du rapport intermédiaire et de l'évaluation indépendante de la phase pilote de l'initiative Europe 2020 relative aux emprunts obligataires pour le financement de projets établie au titre de la décision no 1639/2006/CE et du règlement (CE) no 680/2007, et afin de tenir compte de l'évolution des conditions du marché en vue d'optimiser la conception et la mise en œuvre des instruments financiers relevant du présent règlement.

Commissioners for Regional Policy, Agriculture and Rural Development, Employment, Social Affairs Skills and Labour Mobility, Environment, Maritime Affairs and Fisheries, the Vice President of the EIB and Chief Executive Officer of the European Investment Fund have signed a Memorandum of Understanding (MoU) on a partnership for technical assistance and advisory services to support the use of financial instruments under the European Structural and Investment Funds and under the Programme for Employment and Social Innovation (EaSI).
Les commissaires chargés de la politique régionale, de l'agriculture et du développement rural, de l'emploi, des affaires sociales, des compétences et de la mobilité des travailleurs, de l'environnement, des affaires maritimes et de la pêche, le vice-président de la BEI et le directeur général du Fonds européen d'investissement (FEI) ont signé un protocole d'accord en faveur d'un partenariat d'assistance technique et de services de conseil, en vue de soutenir l'utilisation des instruments financiers dans le cadre des Fonds ESI et du programme pour l'emploi et l'innovation sociale (EaSI).

This platform will be an important enabler for Member States to make use of financial instruments under the European Structural and Investment Funds, as Cohesion policy will play a central part in reaching the objectives of the Investment Plan, in terms of strategic and fruitful investments, job creation and sustainable growth.

2. As direct financial liability of the managing authority towards bodies implementing financial instruments or final recipients as well as its liability as regards any other debt or obligation of the financial instrument may not exceed the amount committed by the managing authority to the financial instrument under the relevant funding agreements, the bodies implementing financial instruments shall ensure that no claims can be made on the managing authority beyond the amount committed by it to the financial instrument.

The Commission encourages the use of financial instruments under cohesion policy, moving away from traditional one-off grants and wants to focus more on them in the next financial perspective.
Délaissant les traditionnelles subventions ponctuelles, la Commission encourage l’utilisation d’instruments financiers au titre de la politique de cohésion et souhaite leur accorder davantage d’attention dans les prochaines perspectives financières.

In the current financial perspective from 2007 until 2013 some 10 billion Euro is available for financial instruments under cohesion policy.
