The required external evaluation report will assess the relevance and effectiveness of each financial instrument with respect to helping achieve LIFE policy objectives, their efficiency, their utility in addressing market deficiencies and sub-optimal investment situations, and the overall coherence of the financial instruments themselves, as well as providing recommendations for improvements.

2. The Commission shall be empowered to adopt delegated acts in accordance with Article 18 concerning changes to the indicators in Article 2 (2) and Annex I, changes to the budget for financial instruments in Article 4(1) and to the financial instruments themselves in Articles 14, 14a and 14b if economic market developments so require or according to the results achieved by the Competitiveness and Innovation Framework Programme Loan Guarantee Facility (LGF) and the Risk Sharing Instrument (RSI) of the 7th Framework Programme for Risk Sharing Financial Facility.
2. (7) Commission Decision 94/342/EC of 31 May 1994 concerning information and publicity measures to be carried out by the Member States concerning assistance from the Structural Funds and the Financial Instrument for Fisheries Guidance (FIFG)(2) continues to apply to assistance granted under Council Regulation (EEC) No 2052/88 of 24 June 1988 on the tasks of the Structural Funds and their effectiveness and on coordination of their activities between themselves and with the operations of the European Investment Bank and the other existing financial instruments(3), as last amended by Regulation (EC) No 3193/94(4), as well as the regulations adopted to implement that Regulation.
(7) La décision 94/342/CE de la Commission du 31 mai 1994 en matière d'actions d'information et de publicité à mener par les États membres relative aux interventions des Fonds structurels et de l'instrument financier d'orientation de la pêche (IFOP)(2) reste d'application pour l'assistance octroyée au titre du règlement (CEE) n° 2052/88 du Conseil du 24 juin 1988 concernant les missions des Fonds à finalité structurelle, leur efficacité ainsi que la coordination de leurs interventions entre elles et celles de la Banque européenne d'investissement et des autres instruments financiers existants(3), modifié en dernier lieu par le règlement (CE) n° 3193/94(4), ainsi que des règlements adoptés en application de ce dernier.

(2) Whereas Article 19 of Council Regulation (EEC) No 2052/88 of 24 June 1988 on the tasks of the Structural Funds and their effectiveness and on coordination of their activities between themselves and with the operations of the European Investment Bank and the other existing financial instruments(5), requires the Council to re-examine that Regulation on the basis of a Commission proposal before 31 December 1999; whereas, in order to improve the transparency of Community legislation, it is desirable to bring together all the provisions concerning the Structural Funds into a single Regulation and to repeal Regulation (EEC) No 2052/88 and Council Regulation (EEC) No 4253/88 of 19 December 1988 laying down provisions for implementing Regulation (EEC) No 2052/88 as regards the coordination of the activities of the different Structural Funds, on the one hand, between themselves and with the operations of the European Investment Bank and the other existing financial instruments, on the other hand(6);
(2) considérant que, en vertu de l'article 19 du règlement (CEE) n° 2052/88 du Conseil du 24 juin 1988 concernant les missions des Fonds à finalité structurelle, leur efficacité ainsi que la coordination de leurs interventions entre elles et celles de la Banque européenne d'investissement et des autres instruments financiers existants(5), le Conseil doit réexaminer ledit règlement, sur proposition de la Commission, dans un délai expirant le 31 décembre 1999; que, afin d'assurer une meilleure transparence de la législation communautaire, il est souhaitable de regrouper en un seul règlement les dispositions relatives aux Fonds structurels et, en conséquence, d'abroger le règlement (CEE) n° 2052/88 et le règlement (CEE) n° 4253/88 du Conseil du 19 décembre 1988 portant dispositions d'application du règlement (CEE) n° 2052/88 en ce qui concerne la coordination entre les interventions des différents Fonds structurels, d'une part, et entre celles-ci et celles de la Banque européenne d'investissement et des autres instruments financiers existants, d'autre part(6);
