WELCOMES the further specification of the functions of the Standing Committee on Climate Finance in order to assist the Conference of the Parties in exercising its functions with respect to the financial mechanism of the Convention and in preparing a biennial overview of climate finance flows; INVITES the Committee to define an efficient and cost – effective work programme that avoids any overlap with other institutions;
SE FÉLICITE que les fonctions du comité permanent sur le financement de la lutte contre le changement climatique aient été précisées pour lui permettre de soutenir la conférence des parties en exerçant un rôle en ce qui concerne le mécanisme financier de la Convention et l'établissement d'un bilan bisannuel des flux de financement occasionnés par la lutte contre le changement climatique; INVITE le comité à définir un programme de travail efficace et économiquement performant qui évite tout chevauchement avec ceux d'autres institutions;

EMPHASISES the importance of the Standing Committee's advisory role; CONSIDERS that the Standing Committee should assist the COP in providing guidance with respect to the financial mechanism of the Convention aiming at improving coherence, encourage synergies and coordination in the delivery of international climate change financing; in this context, the Standing Committee should review the distribution of climate finance, identify finance gaps and provide a regular overview of climate financing provided to developing countries. In this context PROPOSES that the UNFCCC Secretariat should support the Standing Committee’s work, and regularly collate comprehensive information on both public and private climate finance flows".
SOULIGNE l'importance du rôle consultatif du comité permanent; EST D'AVIS que ce comité devrait aider la CdP en fournissant des orientations concernant le mécanisme financier de la convention en vue de renforcer la cohérence, et encourager les synergies et la coordination dans la mobilisation de financements en faveur de la lutte contre le changement climatique au niveau international; à cet égard, le comité permanent devrait se pencher sur la répartition des financements en faveur de mesures de lutte contre le changement climatique, recenser les lacunes et présenter un bilan périodique des financements destinés aux pays en développement pour ces mesures; PROPOSE à cet égard que le secrétariat de la CCNUCC apporte son soutien aux travaux du comité permanent et recueille régulièrement des informations complètes sur les flux de financement en faveur de la lutte contre le changement climatique émanant des secteurs public et privé".

On 21 June, the European Economic and Social Committee (EESC) held a hearing on the JEREMIE Programme (Joint Resources for Micro to Medium Enterprises) entitled "The needs, instruments and new financial mechanisms for the development of micro-small enterprises and for employment in the new economic and social cohesion policy", as part of the follow-up to the Committee opinion of 15 March 2006 (rapporteur: Antonello Pezzini).

The EEA Council : - reaffirmed its commitment to the principles outlined in the Agreement and in particular the creation of a dynamic and homogeneous European Economic Area ; - underlined the important role which the EEA Agreement is playing in the process of European integration ; - noted with satisfaction that the Agreement is functioning effectively under the management of the EEA Joint Committee and took note of the Interim Report which that Committee had submitted ; - noted with satisfaction that the Joint Parliamentary Committee and the Consultative Committee of the EEA have also begun their activities in a spirit of constructive co-operation and that the European Investment Bank has already taken the necessary measures to implement the financial mechanism as soon as all other necessary institutional procedures are finalised ; - welcomed in particular the Decision of the EEA Joint Committee to integrate the "interim acquis" published by the Community between 31 July 1991 and 31 December 1993 and therefore not included in the Agreement signed in Oporto on 2 May 1992 ; - noted the Assent given to this Decision by the European Parliament at its Plenary Session on 5 May 1994 and expressed the hope that the ratification would be completed in time for the afore-mentioned decision to enter into force throughout the EEA from 1 July 1994 ; - strongly supported the EEA Joint Committee in its efforts to continue developing further the Agreement, in parallel with the internal market rules of the EU.
Le Conseil de l'EEE : - a réaffirmé son adhésion aux principes contenus dans l'accord et en particulier à la création d'un Espace économique européen dynamique et homogène ; - a souligné le rôle important que joue l'accord sur l'EEE dans le processus d'intégration européenne ; - a pris acte avec satisfaction du fonctionnement effectif de l'accord auquel veille le Comité mixte de l'EEE et a pris acte du rapport intérimaire soumis par ce comité ; - a pris acte avec satisfaction du fait que le Comité parlementaire mixte de l'EEE et le Comité consultatif de l'EEE ont également entamé leurs activités dans un esprit de coopération constructive et du fait que la Banque européenne d'investissement a déjà pris les mesures nécessaires pour mettre en oeuvre le mécanisme financier dès que toutes les autres procédures institutionnelles nécessaires auront été achevées ; - s'est félicité en particulier de la décision du Comité mixte de l'EEE d'intégrer "l'acquis intérimaire" qui a été publié par la Communauté entre le 31 juillet 1991 et le 31 décembre 1993 et qui n'est donc pas inclus dans l'accord signé à Porto le 2 mai 1992 ; - a pris acte de l'avis conforme rendu sur cette décision par le Parlement européen lors de sa session plénière du 5 mai 1994 et a exprimé l'espoir que la ratification serait achevée suffisamment tôt pour permettre l'entrée en vigueur de la décision susvisée dans tout l'EEE à partir du 1er juillet 1994 ; - a soutenu fermement le Comité mixte de l'EEE dans ses efforts visant à poursuivre le développement de l'accord parallèlement aux règles applicables au marché intérieur de l'Union européenne.

Thus Member States should endeavour to ensure sustainable forestry management on a national basis; 12. INTEND to give priority to a fast implementation and follow-up of the resolutions adopted at the Ministerial Conference on Protection of Forests in Europe (Helsinki, June 1993); 13. WELCOME the draft Council Regulation on operations to promote tropical forests, which will enable the Community to play a more active role within the field of tropical forestry on a sustainable basis and in particular promote Community policies within this field; 14. REAFFIRM the undertaking of the Community and its Member States to participate actively in the work of the Intergovernmental Negotiating Committee for an International Convention on Desertification which is due to be opened for signature in Paris in June 1994; 15. UNDERLINE the fact that the effective use of financial resources and their delivery are decisive for meeting the environmental goals set at the UNCED Conference and WELCOME that the Development Council on 25 May confirmed that following the global financial commitment of ECU 3 billion made in Rio, the Community and its Member States would provide an initial tranche of ECU 600 million in 1993 for specific projects and programmes in key Agenda 21 sectors; 16. ACKNOWLEDGE in this respect the important role of the international and regional financial institutions in enabling the developing countries to carry out the decisions of UNCED, and CALL UPON the international financial institutions to give urgent priority to the follow-up to UNCED; 17. They further ACCENTUATE the special importance of the Global Environment Facility and STRONGLY SUPPORT the current process of replenishment and the restructuring of the Facility before 31 December 1993 into an effective and transparent body with a balanced and equitable representation of all countries, in order to make it available as the permanent financial mechanism for the Climate Change and Biodiversity Conventions, an ...
Les Etats membres devraient donc s'efforcer d'assurer au plan national une gestion viable des forêts. 12. ENTENDENT s'attacher en priorité à appliquer sans tarder les résolutions adoptées à la Conférence ministérielle sur la protection des forêts en Europe (Helsinki, juin 1993) et à en assurer le suivi ; 13.
