This second report to the ECOFIN Council [2] examines key developments in the financial sector that are of relevance to the policies underpinning the Action Plan (section I); provides a progress report on the implementation of the measures of the Action Plan (section II and annex); and considers those areas that require acceleration or new policy orientation (section III).

In line with the opinions expressed in the two-year consultation process that started with the work of four expert groups, the Commission has identified two clear policy areas where initiatives might bring benefits to the European economy: asset management (Annex I, Section VI) and retail financial services.

Council Regulation (EEC) No 4045/89 of 21 December 1989 on scrutiny by Member States of transactions forming part of the system of financing by the Guarantee Section of the European Agricultural Guidance and Guarantee Fund requires Member States to carry out ex-post controls on certain common agricultural policy expenditure of financial year ‘n’ in the period from 1 July n + 1 to 30 June n + 2.

For reasons of sound financial management the fund should form part of the Guarantee Section of the EAGGF and thus be governed by the procedures and mechanisms of Council Regulation (EC) No 1258/1999 of 17 May 1999 on the financing of the common agricultural policy and, as from 1 January 2007, of the European Agricultural Guarantee Fund set up by Council Regulation (EC) No 1290/2005 of 21 June 2005 on the financing of the common agricultural policy
