TRADUCTIONS EN CONTEXTE

This regulation amends the financial regulation governing the implementation of the EU budget as well as 15 sectorial legislative acts, including in the field of agriculture.
Ce règlement modifie les règles financières régissant la mise en œuvre du budget de l'UE, ainsi que 15 actes législatifs sectoriels, notamment dans le domaine de l'agriculture.

6. Stresses the fact that the findings of the mid-term evaluation of the MEDA II Programme and of the Court of Auditors on implementation and management effectiveness and efficiency – "improving but still not fully satisfactory" – cannot by themselves explain the differences in MEDA performance between countries and programmes; notes that external factors (financial regulation, governance, cultural factors) clearly play an important role in explaining the observed differences in speed of change and in financial disbursement patterns; invites the Commission to take these factors into consideration in its planning and in implementation, monitoring and evaluation;
6. souligne que les conclusions figurant dans l'évaluation à mi-parcours du programme MEDA II et dans le rapport de la Cour des comptes selon lesquelles l'efficacité des dispositions afférentes à la gestion et à la mise en œuvre de MEDA "progresse, mais n'est pas encore considérée comme pleinement satisfaisante" ne peuvent pas en soi expliquer les disparités constatées sur le plan des performances de MEDA entre les pays et les programmes; souligne que des facteurs externes (règlementation financière, gouvernance et facteurs culturels) jouent de toute évidence un rôle important lorsque l'on tente d'expliquer les différences observées tant au niveau de la rapidité des changements qu'au niveau des structures des déboursements financiers; invite la Commission à tenir compte de ces facteurs dans sa programmation ainsi que dans la mise en œuvre, le contrôle et l'évaluation;

17. Invites the Commission to propose a change to the Financial Regulation governing the agencies in order to give the agencies' respective Internal Auditors real control powers instead of a merely advisory role as it is currently the case;
