Recognises the high proportion of financial service companies in the new Member States that are wholly or partly foreign owned and is concerned that, without properly implemented cooperation, this may make it difficult for the supervisory authorities in those Member States to exercise effective supervision and control and to take into account the interests and needs of the new Member States;
