In addition, 'Youth on the Move' includes a series of initiatives to promote the integration of young people into the labour market, including an invitation to the Member States to consider introducing open-ended single contracts in order to tackle labour market segmentation; the 'Your first EURES job' initiative and the new European Vacancy Monitor to promote intra-EU mobility of young people; the invitation to Member States to develop so-called 'Youth Guarantees' ensuring that young people are in a job, further education or benefit from activation measures within four months of leaving school; a new mutual learning program of the European Public Employment Services to help them reach out to young people; and making use of the recent European Progress Micro-Finance Facility to increase access to financing for new entrepreneurs, including young people.

In the third phase, as I said before, which will begin in the second half of 2010, the Commission will present a White Paper and, subsequently, four legislative proposals: the basic regulation, the new COM, technical measures and the new regulation on financing. The objective is for the CFP to enter into force, with the new reform, on 1 January 2013.

- 6 - The programme is intended to back up the Government's industrial strategy and its drive for lasting improvements in the employment situation and is therefore divided into four, complementary parts : - improving the institutions responsible for industrial promotion and vocational training, essentially the Ministry for Industry and its operational departments; - financing industrial and trade promotion schemes (market studies, promotion missions etc.); - running a support programme for small businesses, mainly by setting up a line of credit and opening a technology, marketnig and management counselling service; - financing both vocational training schemes for young people and advanced training and retraining courses.

The Guide is divided into four parts: a recapitulation of the basic principles enshrined in the European treaties, particularly the prohibition of any measure acting as a restriction on trade within the Community; a detailed analysis of the European directives on competitive tendering for government contracts and construction projects: the Guide explains who is eligible to bid for contracts,which types of procurement and construction are subject to the rules, the types of contract, which sectors are not covered, the rules on advertising, including national advertising, of contracts, the minimum time limits in tender notices, the criteria for disqualifying or eliminating applicants to bid or bidders and for awarding contracts, the rules on subcontracting, and finally details of the Community policy on the gradual liberalization of telecommunications procurement; - a summary of the sanctions the Commission can impose for breaches of the competitive tendering rules and advice on legal redress for individual suppliers and contractors; - a reminder of the importance of observance of the competitive tendering rules by promoters of projects for which EC funding is sought: a special attention is paid to this aspect in awards of financing from the EC structural funds, the European Investment Bank, and the other Community financial instruments.
