– (FR) I voted in favour of the report by my Finnish fellow Member Mr Virrankoski proposing to approve Draft amending budget No 6/2008 of the European Union for the financial year 2008, which includes the following: strengthening of the framework programme for Competitiveness and Innovation – Entrepreneurship and Innovation by increasing the commitment appropriations by EUR 3.9 million; an increase of EUR 2.24 million in commitment appropriations to cover, among other things, part of the rent and related costs of a new ‘Arc’ building for Eurojust; adjustments to the number of posts in three executive agencies; creation of the necessary budgetary structure to accommodate the Fuel Cells and Hydrogen Joint Undertaking (FCH JU), which is the fifth joint undertaking to be set up under the Seventh Framework Programme, and allocation of EUR 30 million in commitment appropriations and EUR 1.9 million in payment appropriations.
– J’ai voté le rapport de mon collègue finlandais Kyösti Virrankoski qui propose d’approuver l’avant-projet de budget rectificatif (APBR) n° 6 au budget général 2008 qui comportait les éléments suivants: renforcement du programme-cadre pour l’innovation et la compétitivité - Programme «Innovation et esprit d’entreprise» pour un montant de 3,9 millions d’euros en crédits d’engagement; augmentation de 2,24 millions d’euros en crédits d’engagement en vue, entre autres, de couvrir partiellement la location et les frais afférents à la location d’un nouveau bâtiment «ARC» pour EUROJUST; adaptations des tableaux des effectifs de trois agences exécutives; création de la structure budgétaire nécessaire pour accueillir l’initiative technologique conjointe «Piles à combustible et hydrogène» (PCH), qui est la cinquième des entreprises communes créées pour la mise en œuvre du 7programme-cadre de recherche pour un montant de 30 millions d’euros en crédits d’engagement et 1,9 millions d’euros en crédits de paiement.

– (FR) I abstained from voting on the own-initiative report by my Finnish fellow Member Mr Lehtinen, in response to the Commission communication on Community consumer policy strategy for 2007-2013.

– (FR) I am pleased about the adoption at second reading and on the basis of the report by my Finnish fellow Member Mr Paasilinna on the Council common position for adopting a regulation of the European Parliament and of the Council establishing the European Institute of Innovation and Technology, the idea for which was launched by the President of the European Commission, José-Manuel Barroso, in February 2005, and which has aroused a certain amount of scepticism as regards the added value such a facility can provide.
– (FR) Je suis heureux de l’adoption, en seconde lecture et sur la base du rapport de mon collègue Finlandais Reino Paasilinna relatif à la position commune du Conseil en vue de l'adoption du règlement du Parlement européen et du Conseil portant création de l'Institut européen de technologie dont l’idée a été lancée par le président de la commission européenne, José-Manuel Barroso, en février 2005 et qui a suscité divers scepticismes quant à la valeur ajoutée que peut offrir une telle structure.
