Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Believes, more generally, that the role of the RACs should be strengthened in terms of representativeness and power; urges the Commission, in this connection, to table a new proposal aimed at strengthening the participation of stakeholders and artisanal and small-scale fisheries, thus leading to genuine regionalisation under the CFP; welcomes, in this regard, the Commission’s proposal to set up a Black Sea Advisory Council; stresses also that the General Fisheries Commission for the Mediterranean (GFCM) is not an adequate framework for the management of the Black Sea, a new Regional Fisheries Management Organisation (RFMO) being necessary; calls on the Commission to intensify the dialogue with the Black Sea countries, particularly with regard to the exploitation and conservation of fish stocks; requests the creation of an Outermost Regions Advisory Council; believes that, following the Commission’s guidance on the principles of regionalisation and subsidiarity, consideration should be given to setting up an RAC for the outermost regions, taking into account the sensitive nature of their specific features; emphasises that the RACs must advise Parliament and the Council on the adoption of multiannual plans, and involve scientists in the adoption of their decisions;

Recalls that in its resolution accompanying the discharge decision in respect of the financial year 2005, Parliament asked the Commission to submit to the Council before the end of 2007a proposal for a national management declaration covering all Community funds under shared management based on sub-declarations by the various national bodies responsible for the management of expenditure; rejects the answer given by the Commission in the annex to its report on the follow-up to 2005 discharge procedure, as follows: "the Commission will not be taking the recommended action given the different governmental structure and management structures for EU funds under shared management of the 27 Member States, the development of a single standard declaration would not yield significant benefits.

3. reiterates its calls on the Commission to continue its efforts to streamline the existing databases that allow for the following of the EU's decision-making process by the setting-up of one single database; calls also on the Commission to continue to improve its information policy and to start to accompany important legislative initiatives by targeted information campaigns for the wider public; is willing to provide the necessary resources for more transparency following the Commission's first evaluation of the regulation on access to documents (Regulation 1049/2001);

The first elements of a common European approach were adopted in the plan of action against illegal immigration in February 2002 and the plan on returns in November 2002 following the Commission's Green Paper and Communications [2] and in the policy on readmission followed by the European Community; the Green Paper and communication on the policy on returns specified conditions for durability and laid the bases for an integrated approach including preparation for the return, training and assistance with employment, various forms of assistance with the journey back to the country of origin and or reintegration, and follow-up and assistance after the return.
