On New Clause 7.1 Murray Calder moved, That Bill C-26 be amended by adding after line 19 on page 12 the following: " 7.1 The Act is amended by adding the following after section 85: Air Travel Complaints Commissioner 85.1 (1) The Minister may designate a temporary member to act as the Air Travel Complaints Commissioner for the purposes of this section (2) A person may file in writing with the Air Travel Complaints Commissioner a complaint against a licensee in respect of its air service if the person made the complaint to the licensee and the complaint was not resolved to the person's satisfaction (3) The Commissioner, or a person authorized to act on the Commissioner's behalf, shall review and attempt to resolve every complaint filed under subsection (2) and may, if appropriate, mediate or arrange for the mediation of a complaint filed under that subsection (4) On request by the Commissioner or a person authorized to act on the Commissioner's behalf, a person shall produce for examination by the Commissioner any document, record or thing that is in the possession or under the control of the person and is, in the opinion of the Commissioner, relevant to a complaint (5) The Commissioner or a person authorized to act on the Commissioner's behalf may provide to the parties a report that outlines their positions and any settlement that they reached (6) The Commissioner shall, at least semi-annually, prepare a report setting out the number and nature of complaints filed under subsection (2), including the names of the licensees against whom the complaints were made and describing the manner in which they were dealt with and any systemic problems observed. The Agency shall include the Commissioner's reports in its annual report" .

Member States shall require issuers active in the extractive or logging of primary forest industries, as defined in Article 41(1) and (2) of Directive 2013/34/EU of the European Parliament and of the Council of 26 June 2013 on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings, amending Directive 2006/43/EC of the European Parliament and of the Council and repealing Council Directives 78/660/EEC and 83/349/EEC (20), to prepare on an annual basis, in accordance with Chapter 10 of that Directive, a report on payments made to governments.

(Return tabled) Question No. 302 Mr. Francis Scarpaleggia: With regard to the National Parole Board (NPB): (a) specifically with reference to Bill C-59, An Act to amend the Corrections and Conditional Release Act (accelerated parole review) and to make consequential amendments to other Acts, which was passed by Parliament in the 3rd Session of the 40th Parliament, (i) has the NPB seen an increase in the number of files they are dealing with directly, and, if so, by how many, (ii) does the NPB have an estimate of how many additional cases on an annual basis they expect to have to handle as a result of this bill’s passage, (iii) has the government allocated additional monetary or personnel resources to the NPB to help them cope with the influx of cases as a result of this bill; (b) with reference to all other criminal justice bills passed in the 39th and 40th Parliaments, (i) has the NPB seen an increase in the number of files they are dealing with directly, and, if so, by how many, (ii) does the NPB have an estimate of how many additional cases on an annual basis they expect to have to handle as a result of each bill’s passage, (iii) has the government allocated additional monetary or personnel resources to the NPB to help them cope with the influx of cases as a result of these bills; and (c) with regard to the criminal justice bills currently before the 41st Parliament, (i) does the NPB anticipate seeing an increase in the number of files they are dealing with directly, and, if so, by how many, (ii) does the government plan on allocating additional monetary or personnel resources to the NPB to help them cope with the influx of cases as a result of these bills; and (d) has the NPB received any complaints about their ability to meet their mandate, and, if so, when, what types of complaints and from whom?

In paragraph 32, ‘at an interim reporting date’ is amended to ‘at the end of an interim reporting period’ and ‘at an annual reporting date’ is amended to ‘at the end of an annual reporting period’.

The Committee recommends that the Government of Canada amend the enabling legislation of the Canadian Centre on Substance Abuse to change the Centre’s name to the Canadian Centre on Psychoactive Substances and Dependency; make the Centre accountable to Parliament; provide the Centre with an annual basic operating budget of $15 million to be increased annually; require the Centre to table an annual report on actions taken, key issues, research and trends in Parliament and in the provincial and territorial legislatures; mandate the Centre to ensure national coordination of research on psychoactive substances and dependency and to conduct studies into specific issues; and mandate the Centre to undertake an assessment of the national strategy on psychoactive substance and dependency every five years.

That member's bill specifies only a minimum of reports each year; the amendment moved by the parliamentary secretary puts a ceiling of three additional reports in addition to the annual report; and the amendment I am moving today is in agreement with the bill tabled by the member for Ottawa-Vanier: a minimum of three additional reports, and thus a broader base, in addition to the annual report, which would still be published (1115) Mr. Jean-Robert Gauthier (Ottawa-Vanier): Madam Speaker, I am going to comment very briefly on this amendment requiring the Auditor General of Canada to report at least three times in addition to his annual report.
