Bryan Wilfert gave notice of the following motion: That, having heard from representatives of NAV CANADA, and given the emergency resolution of the Federation of Canadian Municipalities (FMC) concerning airport safety issues (supported and presented by the Northern Forum of the FMC representatives of northern and remote communities), the Standing Committee on Aboriginal Affairs and Northern Development respectfully request the Minister of Transport to conduct a comprehensive review concerning such issues as air safety and increase in user fees in the North, for example, before granting authorisation to NAV CANADA's Phase II charges.
Bryon Wilfert donne avis de la motion suivante : Que, ayant entendu les représentants de NAV CANADA et étant donné la proposition d’urgence de la Fédération canadienne des municipalités (FCM) concernant la sécurité des aéroports (appuyée et présentée par le Forum du Nord des représentants des collectivités septentrionales et éloignées au sein du FCM), le Comité permanent des affaires autochtones et du développement du Grand Nord demande respectueusement au ministre des Transports de mener une étude exhaustive sur des questions comme la sécurité aérienne et l’augmentation des droits d’utilisation dans le Nord, avant d’autoriser les changements de la phase II de NAV CANADA.

It is appropriate to lay down supplementary rules for the renewal of national authorisations having been subject to mutual recognition in accordance with Article 4 of Directive 98/8/EC of the European Parliament and of the Council (2) or with Articles 33 and 34 of Regulation (EU) No 528/2012, both in the Member States where the first authorisations were granted and in those Member States having granted authorisations through mutual recognition of the first authorisations.

5. The decision granting authorisation shall cover the applicant’s activities as a credit institution as provided for in the relevant national law , without prejudice to any additional requirements for authorisation under the relevant national law for activities other than the business of taking deposits or other repayable funds from the public and granting credits for its own account.

As regards the coccidiostats diclazuril and lasalocid A sodium, amendments should be made to take into account the recently granted authorisations of these substances provided for by Commission Regulation (EU) No 169/2011 of 23 February 2011 concerning the authorisation of diclazuril as a feed additive for guinea fowls (holder of authorisation Janssen Pharmaceutica N.V.) (4), Commission Implementing Regulation (EU) No 888/2011 of 5 September 2011 concerning the authorisation of diclazuril as a feed additive for turkeys for fattening (holder of authorisation Janssen Pharmaceutica N.V.) and amending Regulation (EC) No 2430/1999 (5) and Commission Implementing Regulation (EU) No 900/2011 of 7 September 2011 concerning the authorisation of lasalocid A sodium as a feed additive for pheasants, guinea fowl, quails and partridges other than laying birds (holder of authorisation Alpharma (Belgium) BVBA) (6).

Such a system must, furthermore, be based on a procedural system which is easily accessible and capable of ensuring for the persons concerned that a request for authorisation will be dealt with objectively and impartially within a reasonable time, and it must, in addition, be possible for refusals to grant authorisation to be challenged in judicial proceedings.
