IN-CONTEXT TRANSLATIONS

The Budapest Document sets out two main objectives for Eurostars-2. Firstly, a structural-oriented objective to deepen the synchronisation and alignment of the national research programmes in the field of funding, which is a central element towards the realisation of the European Research Area by the member countries. Secondly a content-related objective to support research and development performing SMEs engaging in transnational research and innovation projects.
Le document de Budapest énonce deux grands objectifs pour Eurostars-2: en premier lieu, un objectif d'ordre structurel visant à approfondir la synchronisation et l'alignement des programmes nationaux de recherche dans le domaine du financement, élément central pour la réalisation de l'espace européen de la recherche par les pays membres; en second lieu, un objectif lié au contenu pour soutenir les PME exerçant des activités de recherche et de développement qui participent à des projets de recherche et d'innovation transnationaux.

Since the objectives of this Decision, namely to support transnational research activities performed by research-intensive SMEs and to contribute to the integration, alignment and synchronisation of national research funding programmes cannot be sufficiently achieved by the Member States due to lack of transnational dimension and of complementarity and interoperability of national programmes but can rather, by reason of the scale and impact of the action, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Conditions for portability of and access to grants and funding also hamper researchers' mobility. They cannot always take their national grants with them (this is the case in 13 Member States) and research teams cannot always involve partners from other countries in their national research projects, since in several countries (11 Member States) beneficiaries must be national institutions.
Les conditions de portabilité et d'accès aux subventions et aux financements compliquent également la mobilité des chercheurs, qui ne peuvent pas toujours conserver les subventions nationales dont ils bénéficient (c'est le cas dans 13 États membres). As a step in this direction and with a view to help overcoming the fragmentation of research activities, programmes and policies across Europe in this field, the Commission has published as part of its FP7-ERA-NET-2011-RTD call for proposals in the health area, an ERA-NET on diabetes prevention and treatment. This ERA-NET should bring together national research funding agencies involved in diabetes research and create synergies by uniting vast amounts of data, resources and know-how.
