The requirement that an audit opinion should state whether the annual or consolidated financial statements give a true and fair view in accordance with the relevant financial reporting framework does not represent a restriction of the scope of that opinion but clarifies the context in which it is expressed. The annual financial statements of small undertakings should not be covered by this audit obligation, as audit can be a significant administrative burden for this category of undertaking, whilst for many small undertakings the same persons are both shareholders and management and therefore have limited need for third party assurance on the financial statements.

They are designed to specify the liquidity management requirements of this Directive and in particular the minimum liquidity requirements for AIF. (27) Il y a lieu de conférer à la Commission les compétences lui permettant d’adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne afin de déterminer les procédures selon lesquelles les gestionnaires de portefeuilles de fonds alternatifs dont les actifs gérés ne dépassent pas le seuil fixé par la présente directive peuvent exercer le droit d’être considérés comme des gestionnaires de fonds d’investissement alternatifs au sens de la présente directive; ces actes délégués peuvent aussi fixer les critères devant être utilisés par les autorités compétentes pour établir si les gestionnaires respectent leurs obligations en ce qui concerne les règles de conduite, les types de conflits d’intérêts que les gestionnaires doivent détecter ainsi que les mesures raisonnables que doivent prendre les gestionnaires en matière de procédures internes et d’organisation afin de détecter, prévenir, gérer et divulguer les conflits d’intérêts; ils peuvent préciser les exigences en matière de gestion des risques que les gestionnaires doivent respecter en fonction des risques auxquels ils sont exposés du fait des fonds alternatifs qu’ils gèrent, ainsi que toutes les dispositions nécessaires pour permettre aux gestionnaires de gérer les risques particuliers liés à la vente à découvert, et notamment toutes les restrictions visant à limiter l’exposition des fonds alternatifs à des risques excessifs; ils peuvent préciser les exigences de la présente directive en matière de gestion des liquidités, notamment les exigences minimales en matière de liquidités pour les fonds alternatifs; ils peuvent préciser les exigences que les initiateurs d’instruments de titrisation doivent satisfaire pour que les gestionnaires soient autorisés à investir dans de tels instruments émis après le 1 janvier 2011, et préciser également les exigences que les gestionnaires doivent respecter lorsqu’ils investissent dans de tels instruments de titrisation; ils p ...

On 12 November I presented the annual reports to the Committee on Budgetary Control of the European Parliament, and the following day I presented them to the Economic and Financial Affairs Council.

J'ai déjà eu l'occasion de présenter ces rapports à la commission du contrôle budgétaire du Parlement européen le 12 novembre 2007, et au Conseil Affaires économiques et financières le lendemain.
